A Precedent of That Period Ia Applied With Pertinence to Present Instance. Chefoo, Aug. 23. According to Chinese reports, the Japanese yesterday bombarded Port Arthur from 6 o'clock in the morning until 1 o'clock In the afternoon, pouring in a heavy fire, but that the Russians succeeded In silencing the Japanese batteries. Llao Yang, August 23. Japanese troops in considerable force are concentrating on the southern front of the Russ.an army and there is continual skirmishing, but no immediate prospect of a big battle. London, Aug. 23. The news that the Russian volunteer fleet steamer Smolensk is again stopping British vessels leads the London newspapers to question the value of the assurances which Premier Baliour announced had been given by the Russian government, that the St. Petersburg and the Smolensk would no longer be utilized as cruisers. According to dispatches from Durban, Natal, the Smolensk was supposed to be watching for the British steamer Ormley, which left New York on July 9, bound for Fusan with a cargo of railway material. The Ormley left Durban Aug. 20, just before the steamer Comedian was stopped, and so escaped. All the morning papers make editorial comments on the incident. The Standard says: "Russia has only to remember the part she took together with the other northern powers in forming an armed neutrality during the American war for independence to find a leading example of the resistance offered to a neutral whose trade la insufferably molested by a naval belligerent. Russia cannot really wish to drive Great Britain and the United States into contemplating this supreme method of forcibly checking the harrassing operations of her cruisers; yet by treating food and railway material as contraband of war she Is leading them to believe that milder measures will not suffice." Most of the other journals are content with urging the necessity for the publication of official documents to show exactly what arrangement had been made with Russia. Will Keep Out of Tangle. Washington, Aug. 23. Consul General Goodnow cables the state department that In the conference of foreign consuls at Shanghai, after a good deal of discussion, no solution was offered for the present condition of affairs, and it was suggested that each consul report directly to- his own government asking what should be done, if anything. Mr. troodnow had- no suggestions to offer to the state department. He has been given instructions which it is believed will prevent the United States being entangled In the settlement of the question of China's neutrality at Shanghai. A Matter of Wonder. Llao Yang, Aug. 23. With each additional report from Port Arthur wonder increases both at the persistence of the Japanese attack and the heroic stubbornness of the defenders of the fortress. The Japanese are literally throwing away thousands of lives In the hope of shaking the courage of the Russian troops. Major General Fock ays he Is confident the fortress cannot be taken, but that If It Is taken the whole Japanese army will have to immolate itself on the slopes of the fortifications. Repairs Proceeding Rapidly. Vladivostok, Aug. 23. Repairs to the cruisers Rossia and Groboi are proceeding rapidly. It is believed It will be possible to complete them without docking the vessels and that they will therefore take a comparatively short time. There is a big reserve of naval guns here all ready for installation and officers and men have been already chosen from the Siberian reserves to fill up the places of those who were killed or wounded In the fight with Vice Admiral Kamlmura's squadron. Russians Hoped Differently. St. Petersburg. Aug. 23. The news that the navy department at Washington absolutely denied that the United States warships at Shanghai had received instructions to assist In the protection of the neutrality of China or to in any way interfere with the Japanese warships, put something of a damper on the feeling of satisfaction with which the earlier reports had been received. New World's Record. Cleveland, Ohio, Aug. 23.-r-Earl Kaiser broke the world's automobile mile record at the Glenville track, making the last mile of a five-mile race In 54 seconds.
MET AFTER YEARS
Brothers Estranged in Their Youth Have Happy Reunion. Grand Rapids, Mich., Aug. 23. Two brothers, one of whom had been tried for his life on the charge of murdering the oth-jr, met unexpectedly at a hotel in this city last night. They are Edward S. Van Lieu of this city and Cornelius Van Lieu of Pasadena, Cal. The meeting cleared up a mystery of long standing and relieved one of the brothers of a shadow which has rested upon him for years. Twenty years ago the brothers quarreled in a tavern in Waco, N. Y. After the quarrel Edward returned to his home at Vernon Center, resolved never to recognize his brother again. Cornelius made a like resolution, and, having no family, determined to go West and forget. He left without seeing any members of his family or his friends and without giving them any idea of his plans. The next day after the departure of Cornelius a search began. The search was in vain and It was rumored that Cornelius had been struck by his brother and carried away. Edward was afterward tried in the courts of Oneida county, but set up a claim of self-defense and the jury disagreed. A second trial followed and he was discharged. Five years ago Edward came West and located at Grand Rapids. Last night he went to a hotel to meet a friend on busuess. While there a stranger accosted him with the question: "Is this Eddie Van Lieu?" "It Is," was the reply. Inside of a few minutes a dispatch was sent to the aged mother in New York and another one to the Oneida county authorities informing them of a happy reunion. Engley, attorney general of Colorado during the Waite administration, one of the men run out of Cripple Creek Saturday, argued a case in court here. "I .ntend to return to Cripple Creek," he said today, "and I shall protect myself. I am not connected with the Western Federation of Miners in any capacity, my services to that organization having ceased six months ago." Awaiting Port Arthur's Fate. Llao Yang, Aug. 23. The period of Japanese inactivity in the north is expected to last until the fate of Port Arthur is decide!, when the Japanese regiments which were detached from the forces on the south front after the battle of Tatchekiao and sent to Port Arthur will return, probably with the main body of the Port Arthur army. Deadly Wreck In Ohio. Portsmouth, Ohio, Aug. 23. Two Norfolk & Western freight trains collided at the Kenova entrance to the Ohio river bridge. Twenty-two cars were wrecked and one engine. Two tramps were killed and burled under the wreckage. Engineer Slaten was fatally and Conductor Hensley seriously hurt. Many Homes Washed Away. El Paso, Tex., Aug. 23. Silver City, N. M., was swept by a flood after a severe cloudburst In the mountains above. No loss of life has been reported, but it is believed that fifty homes were washed away. INDIANA'S GREAT DAY Immense Gathering Looked for at the World's Pair, September 1. Present indications point to a record-breaking day at St. Louis Thursday, September 1st, when the celebration of Indiana Day takes place at the World's Fair. The large number of Indiana people intending to be present at this great State function is shown by the advance requisitions for tickets to St. Louis the ensuing fortnight.
