INSTALLING OF BLOCK SYSTEM
OF SIGNALS ON RICHMOND DIVISION SOO. LESSEN WRECL DANGER System is in Effect Locally on Each Side of This City For a Few Miles. The block signal s3-stem, the latest safeguard that the Pennsylvania railroad is installing along its lines for the better protection of travelers, w ill soon be adopted locally and installed on the division between here and Indianapolis. For several months the block signal system has been installed at many points along this division where the danger or likelihood of wreck was especially great. It has chiefly been placed on either side for several miles of the largest towns. The block signal system is in effect locally for several hundred feet east of the freight yards near Glen Miller to a point a little over half way to Centerville on the Indianapolis division and to corresponding points on the ofher lines running in here. Thus there are many stretches of track where this new signal system has been installed and all that needs to be done is to fill in the stretches of track between. The installation of the block system will afford much greater protection to travellers and will greatly lessen the chances of head-on collisions between fast and slow trains. The new system divides the road into blocks, each several hundred feet long, each block so arranged and fitted with semaphore signals and lights that if the train should break down while on a block the danger signal would appear automatically at each end, to warn trains approaching from either direction in time to stop and thus avoid a serious wreck. On the divisions wheie this system has already been installed it has proved of great value and will be installed on all divisions of the Panhandle lines soon. The division between Zenia, Ohio, and New Paris, Ohio, has been fitted with the block signal svstem and the trainmen running on this division say that the protection is much greater and that the number of wrecks has decreased greatlv. "The block signals are working fine" said a trainman last evening. ''The block signal system is certainly all right." Telephones have been placed along the track fitted with the block system in order to facilitate the reportings of breakdowns, etc. Catarrh Cannot be Cored with local applications, as they can not reach the seat of the disease. flax brake, flax hackle, candle moulds, sausage grinder and sluffer, reap hook, corn buskers, flails, and anything else that will illustrate the industrial life of pioneer times. Cincinnati, Aug. 19. Patrick McDonald, 17, errand boy, 30S West Court street, died yesterday afternoon at the City Hospital, after suffering the most excruciating pain for years. Ever since he was a small boy he had been afflicted with earache. A few days ago he was taken to the City Hospital. He was then almost at death's door. The disease wlreb caused the pain had become aggravated from neglect and had eaten its way through the inner channel of the ear and reached the brain. The mastoid operation was necessitated, and with chisel and mallet the surgeons cut into the bone behind the ear. They did all that medical science had taught them to relieve the boy's suffering and save his life, but to no purpose. An Interurban Court Decision. The Indiana Supreme Court has just handed down a decision holding that an interurban railway with a franchise from the city to lay tracks in the streets with such rails as it sees fit, and to operate thereon by electricity cars running to and from other towns and cities, carrying passengers, baggage, light express and mail matter, or baggage, light express and mail matter without passengers, running not more than two cars in a train, is not an additional servitude which necessarily causes damage to an abut ting owner and entitles him to enjoin the building and operating of such railway in a street, until his damages are assessed and paid, or tendered. Such owner can only have his action at law for actual damages suffered. The decision was handed down in the case of Henry Mordhurst versus The Fort Wayne & Southwestern Traction company, in which the appellant sought to enjoin the compj!jJ from building and operating an lnterurban line past his place in the city of Fort Wayne extending to the city of Huntington. SATES A LIFE Youth, Carried 400 Feet in Air by Balloon, Has Narrow Escape. Sparta, Wis., Aug. 19. An aeronaut's coolness today saved a boy from death. Frank Fredericks, 15 years old, became entangled in the ropes of an ascending balloon and was carried 400 feet into the air, feet up. Professor Hi Henry meanwhile had seized another rope, going up with the boy, whom he warned to hold on tight and not look at the ground. As the balloon settled the aeronaut dropped off, lightening the airship and breaking the boy's fall so that he escaped injury. Porte Disapproves American Schools And Permits Are Delayed. Constantinople, Aug.1 19. The American Legation will acknowledge the receipt of the Porte's note confirming its undertaking to accord the same treatment to American schools that is sranted those of other nations, subject to the usual departmental for-' mahties. Th verbal assurances eiven Minister Leishman by Izzet Pasha, Secretary of the Palace, and Ned jib Melhame, Assistant Minister of Public Works, that the list of American schools will be immediately recognized, which Mr. Leishman subsequently embodied in a note to the Porte, are understood to have been disapproved at the palace.
