St. Petersburg at Last Concedes Fall of Port Arthur Is Imminent. MAY HAPPEN ANY TIME That Gen. Stoessel Has Sent HI Family Away From Beleatrured. Port la Considered Significant. Admiral Togo of Japanese Navy Report Destruction of Another Russian Cruiser. St. Petersburg, Aug. 16. The expectation here is that Port Arthur will fall at any moment. Especial significance is attached to the fact that Lieutenant General Stoessel's wife and children went to Chefoo on board the torpedo boat destroyer Ryshitelni. Tokio, Aug. 16. Admiral Togo reports that a vessel of the type of the protected cruiser Pallada was torpedoed and sunk in the engagement of Aug. 10. St. Petersburg, Aug. 16. The admiralty has no information as to whether Lieutenant Newton A. McCully of the United States Navy and Lieutenant Da Guverville of the French navy, The only two naval attaches at Port Arthur, Joined Rear Admiral Withoft'a squadron when it left the port Wednesday morning last. Had they joined the squadron they would presumably have been on board the flagship Cz vitch. The absence of news as to th presence with Admiral WIthoft is ken to Indicate that they remained on shore, and it is pointed out that It would be perfectly within the admiral's province to decline to take the attaches in case he considered the enterprise too hazardous and so as not to expose the representatives of neutral nations to danger. It is reported that Viceroy Alexieff has left Mukden hurriedly for Vladivostok on the report of news that the TICK ADlCIBAIt BEZOBRAZOF7. Illness of Vice Admiral Bezobrazofl had taken a serious turn and that the admiral was not expected to recover. The exact whereabouts of the Port Arthur battleships is still a mystery on which hinges Russian naval fortunes In the far East. Telegrams re porting them back at Port Arthur have not - been confirmed up to this hour. It is apparent that Vice Admiral Togo either cannot or will not say where they have gone. Admiralty officials de clare they don't know, but they refuse to believe that out of five battleships not ' a single one managed to break through to Vladivostok. The cause oi this uncertainty was attributed partly by a distinguished naval attache to the natural consequences of a sea fight In the night time. Vessels on eithei lde might become separated and be unable to rejoin their respective fleets at daybreak, or possibly be tempted to chase an individual enemy who might be In sight, rather than to pro ceed to their rendezvous. Vice Admiral Togo's report of hla own damage mentions only a few ships, which Is believed to indicate that tlie others have not rejoined his fleet. It is more than probable that Admiral Withoft before going out fixed a rendezvous to which the vessels would proceed if separated, and it is likewise more than probable that thi: rendezvous was anywhere except a Port Arthur, the most likely point be lng between Shanghai and Klusiu (the most southerly of the three principal Islands of Japan), which is on the clr cular route to Vladivostok. The Czare Yitch was evidently heading for this point when she was compelled by the damages she sustained to turn aside and enter Tsingtau. The R'i3Sran battleship Czarevitch and three torpedo boat destroyers are now in the hands of the local German gvnirse-,f for repairs, but it Is improbable ths these vessels will fi?vt again In this war. It is thought here that if the Russians persist in repairing their ships they will eventually have to dismantle them because of the vastly superior force of the Japanese, which is waitins for them outside the harbor. According to the regulations which govern situations such as the one existing here, the destroyers will not be permitted to leave in a body, but must go out at Intervals of six hours. It is believed here that th- Russian cuisers Pallada and Diana have reached Vladivostok. DIFFERENCES FORGOTTEN A Happy Incident of G A. R. Meet at Bofcton. Boston, Aug. 16. A reunion of Grand Army veterans, an exchange of happy recollections and a fraternal mingling of Confederates and Unionists marked the opening in this city of the national encampment of the Grand Army of the Republic. Last night in historic Fanueil Hall, a score of former Confederate officers gathered around the banquet board as the guests of Edward W. Kinsley Post of Boston, as did also LaFayette Post o" New York, and here were enunciated the declarations that the North and South are strongly and inseparably welded, with the past strife forgotten. Governor Bates gave the welcome of the commonwealth and several Con fined erate officers declared for the spirit T . ,.. . il.. H.T 1L J iU of unity between the North and the South. Captain Edward S. Gay of Atanta, Ga., responded for the Confed erates, expressing the deep gratification that exists through the South at the friendly act of a Northern Grand Army post In inviting himself and comrades to come and break bread with them curing the encampment. A SIMPLE CEREMONY Marked the Formal Opening of Pythlans' Tented City. Louisville, Ky., Aug. 16. A simple ceremony the formal transrer oi Camp Marion E. Taylor from the local executive committee which has placed t in readiness, to the Knights of Pythias for whom it was prepared, marked the formal opening of this or ganization's biennial conclave of 1904. The exercises occurred in the presence of about 10,000 people. Marion E. Taylor, chairman of the executive committee on arrangements, formally pre sented the tented city which bears his name, to Tracy R. Bangs, supreme chancellor of the Knights, who turned the camp over to General James R. Carnahan of Indianapolis, commanding the Uniform Rank, the general speaking briefly in acknowledgment. The adjutant general's flag was then thrown to the breeze and the salute fired by Battery A of Wheeling, W. Va. Resolutions Bar the Way. Lewistown, Idaho, Aug. 16. Consid eration of the Mormon question is blocking the proceedings of the Democratic state convention. United States Senator Dubois presented a radical anti-Mormon resolution. His resolution was softened to simply denounce polygamy and the mixing of 'church and state and promising to favor legislation to carry Into effect those views. The prospect now is that this resolution will be defeated and the national Democratic plank.be simply reaffirmed. Major Hancock Dead. Baltimore, Aug. 16. Major A. M. Hancock, who during the civil war was an associate editor of the L.onisville Courier-Journal, is dead in the Blue Mountains, aged 72 years. He was appointed United States Consul at Mai aga, Spain, by President Lincoln, where he served seventeen years. Since his return to Baltimore Major Hancock had devoted his time to the banking and brokerage business. Fatally Kicked by Horse. New Albany, Ind., Aug. 16. William York, fifty-two years old, was kicked to death by a vicious horse. TERSE TELEGRAMS The new born Czarevitch has been gazetted as the ataman (or chief) of all the Cossack forces. Mrs. Florence Marbrick is on board the Red Star steamer Vaderland, from Antwerp to New York. The spread of the insurrection in Paraguay has created a feeling akin to panic at Asuncion, tbe capital. Oeorge Clinton Gardner, the distinguished railroad man and engineer, is dead at his home In Sew York. The coasting steamer Penquin has been wrecked oft the coast of Natal and twenty-five persons drowned.
