Japan Puts Russia Out of the Reckoning on the Water. A DECISIVE VICTORY Following Admiral Togo's Victory at Port Arthur Kamimura 1 tout 3 1 ae Vladivostok Squadron. A telegram just received licie from a reliable source states that a general attack on Port Arthur began at 4 o'clock this morning. Tsingchou, Aug. 15 (Noon). The Russian hags have just been pulled down from the battleship Czarevitch and the three cruisers .which took refuge here. The lowering of the colors was done in the presence of the German governor. Liao Yang, Aug. 15. Twelve Japanese regiments have left in the direction of Port Arthur. It is stated on trustworthy authority that the mikado has ordered that Port Arthur must be taken at any cost, even if it necessitates the suspension of operations in Manchuria, and it is quite possible that the main Japanese force will proceed to Port Arthur within a few days. Rain has stopped all operations. Tokio, Aug. 15. Vice Admiral Kamimura encountered the Russian Vladivostok squadron at dawn Sunday north of Tsu Island in the strait of Korea and attacked the enemy at once. The battle lasted for five hours and resultkttssia's mammoth cbuiser bossia. ed in a complete Japanese victory. The Russian cruiser Rurik was sunk and the cruisers Rossia and Gromobl fled to the northward after having sustained serious damagg. Vice Admiral Kamimura cables the navy department that the injuries inflicted upon his vessels were slight. The fate of the crew of the Rurik Is not known. It is presumed that many of them were killed or drowned. The strength of the fleet under VIcj Admiral Kamimura is not known, but it Is presumed that ; he had the Adzuma, Idsumo, . Iwate, Takeashio and other light cruisers. Toklo is Joyous over the news, as It gives Japan mastery of the sea and restores commerce. TOKIO 13 JOYFUL Cries of "Banzai" Fill the Streets of Japan's Capital. Tokio, Aug. 15. Flags are flying and cries of "Banzai" are ringing in the streets of Tokio today in honor of the Victories gained at sea by Admiral TICK ADUIBAIj KAMIMURA. Togo and Vice Admiral Kamimura. Underneath the jollity of the populace lies a feeling of deep satisfaction and gratification at the disposal of a desperately serious problem of the war. The Russian squadron which confronted Admiral Togo refused battle. It was stronger than Admiral Togo's squadron in battleships and armored

cruisers, and had it elected to light the result might have altered the fortunes of war. The strength of the squadron which opposed Admiral Togo compelled him to draw vessels from the squadron under Vice Admiral Kamimura, and this left the Japanese navy powerless to operate against the Russian Vladivostok squadron and unable to prevent the raids of these vessels. The raid conducted by the Vladivostok squadron in July was extremely expensive to Japan and not only was retaliation tempting, but it was demanded by commercial interests. The

navy, however, grimly refused to make. a diversion and stuck to Port Arthur. It was confident that the harbor would seen be untenable for tne Russian warships, that it would eventually get a fair fight in the open seaway from the Russian land batteries, and that the Japanese would win. These calcula tions of the navy were correct, and the Russians, with the dances even,1 have been hopelessly defeated. Vice Admiral Kamimura, after months of weary and patient waiting, finally got his chance at dawn Sunday off Tsu Island. He sunK the Russian cruiser Rurik and sent1 the cruisers Gromoboi and Rossia fleeing back from the fight. Japanese guns dominate the dockyards at Port Arthur and in view of this fact it would seem to be impossible again to make seaworthy or fightable the Russian battleships which BATTLE8HIP CE8AKEVTTCH. have returned to Port Arthur. It Is probable that the Russian battleship Czarevitch will disarm at Tsingchou. The best possible naval force that Russia can now concentrate at Vladivostok Is four cruisers. In the fight of Aug. 10 the squadron under Admiral Togo was practically uninjured. The battleship Mikasa suffered the most, but she continues on the fighting line. The cruisers Yakumo, Nishin and Kasuga also were hit, but temporary repairs already have been made and they are fully service-, able. Eleven wounded officers and sixty-six wounded men have arrived at Sasebo. The imperial prince Hiroyasu Kyacho, who holds the rank of commander in the Japanese navy, was hit in the region of the heart. His wound, however, is slight. Jap Losses at Sea. Tokio, Aug. 15. The following are the casualties sustained by the Japanese in the action of Aug. 10: On board the battleship Mikasa, Admiral Togo's flagship, there were four officers and twenty-nine men killed, six officers and twenty-nine men severely wounded and four officers and twenty-nine men slightly wounded. While the armorea cruiser Yakumo had one officer and eleven men killed and ten wounded, on board the armored cruiser Nishin seven officers and nine men were killed and two officers and fifteen men were wounded. Ten men were wounded on the armored cruiser Kasuga. The torpedo boat destroyer Asagiri had two men killed. On board torpedo boat No. 38 one man was killed and eight others wounded. The Rurik Was Sunk. Washington, Aug. 15. The Japanese legation has received a cablegram from Tpkio saying that "Admiral Kamimura reports that our squadron, after five hours' severe fighting with the three ships of the Vladivostok squadron on the morning of the 14th in the mouth of Tsushima Island, sank the Rurik. The Rossia and the Gromoboi, which appeared to have suffered heavily, fled northward Our damages are slight." - In Desperate Situation. St. Petersburg, Aug. 15. Aside from the official reports of the Ryeshitelni affair and the flood of belated telegrams from Llao iang and Anshanshan, no actual news from the front has been received. There is a persistent rumor that Port Arthur has fallen, but it cannot be confirmed. There Is a general belief, which is borne out l)y the latest dispatches, that the situation at Port Aithur is a desperate one. Port Arthur Army Strengthened. St. Petersburg, Aug. 15. A dispatch from Mukden states that the Japanese Port Arthur army has been largely reinforced and has taken up a position In two large bodies, one on the heights between Lung Wung Tao and Pigeon bay, and the other on the hills near Louisa bay. Guns have also been placed on the heights east of the Wolf hills. An Official Protest Prepared. St. Petersburg, Aug. 15. Russia has drawn up a protest against the seizure of the torpedo boat destroyer Ryeshitelni by the Japanese in the neutral harbor at Chefoo, which will be presented to the Japanese government through France. Wounds Terminated Fatally. Chefoo, Aug. 15. Captain MatouseItch, the late Rear Admiral Withoft's chief ot staff, who was wounded during the Japanese attack on the battleship Czarevitch, has died of his wounds. Massacre Is Reported. Tokio, Aug. 15. A Numuro (Japan) telegram states that Russian soldiers at Kamchatka massacred eighty-seven of the crew of the Japanese schooner Tichi.
