AN ORDINANCE
To Regulate the Location of Express Wagons and Other Wagons of Lake Use Within the City and to Repeal an Ordinance Entitled, "An Ordi nance to Regulate the Standing of Express Wagons, Etc., Upon the Streets of the City," Ordained An gust 15th, 1887. Section 1. Be it ordained by the common council of the city of Rich mond that it shall be, and is hereby declared to be unlawful for any express wagon, moving van, dray or other vehicle enra":ed in the transfer of baggage, goods or merchandise, for general public hire to stand at any place or in any manner while awaiting engagements, except as herein provided, Towit: On Market Place between South Fifth and Sixth streets, or upon the portions of the streets abutting thereon and opposite thereto, provided, however, that such vehicles shall take such positions during market hours as not to interfere in any manner writh market stands or stalls or with the holding of the market in the usual manner. Section 2. Any person having charge of any such wagon or vehicle who shall violate any of the provisions of this ordinance shall, upon conviction, be fined in any sum not exceeding twenty-five dollars. Section 3. In case there should be application for more such wagons or vehicles than can be accommodated under the provisions of this ordinance the superintendent of police is hereby authorized and empowered to place such additional wagons or vehicles at such other points of convenient loca tion as lie may select and designate, as are not in conflict with any of the ordinances of the city. Section 4. An ordinance entitled, "An Ordinance to Resrulate the Standing of Express "Wagons, Etc., Upon the Streets of the City," ordained August 15th, 1887, is hereby repealed. Section 5. This' ordinance shall be in force and take effect from and after its passage and publication as provided by law. Notice is' hereby given to the citizens of the Third ward of the city of Richmond, Wayne township Wayne county, Indiana, and all the other residents of said township, county and state, that I, the undersigned, a male inhabitant of the state of Indiana, and a continuous resident of Wayne county, Indiana, for more than ninety days prior to the time of the filing of said application and a person of good moral character over the age of twenty-one years, intend to apply to the board of county commissioners of said county and state, at their next regular term, commencing on the first Monday in September, 1904, for a license to sell intoxicating, spirituous, vinous and malt liquor in a less quantity than five gallons at a time, and per mit the same to be drank on the premises where sold in accordance with the provisions of an act of the General Assembly of the state of Indiana, approved March 17th, 1875 and all amendments thereto. I hereby state that I am and will be the actual owner and proprietor of said business, and am not acting as the agent or patner of any other person, and in connection therewith I desire to conduct a restaurant and three pool tables. The precise location of the premises in which I desire to sell said intoxicating, spirituous, vinous and malt liquors, as aforesaid, should a license be granted me, is as follows, towit : Being the front room on the ground floor of a certain brick building on the following described real estate; towit: the east half of lot number nine (9) and nine feet off of the west side of lot number ten (10) in that part of the city of Richmond laid out by William Kenworthy, and being number 829 North E street, in the Third ward in the city of Richmond, Wayne county, Indiana. POLITICAL NOTES. What the Press is Sayng. The speech has been made and the people now have an expression of sev eral ouinions by which they may test the mind and character of Judge Par ker. There is in this production no suggestion of a genius rising to a great opportunity. There is in it noth ing of the eloquence of Mr. Bryan, whose sentences would have set the blood of millions to tingling: There is no ringing keynote, no electrifying battle cry, nolhing that inspires one with a sense. of great accomplishment and of a lofty mission in the speaker' party, and with a spirit of fierce ag gression toward the party of the sec ond part with which issue is joined on a platform that reads much like an agreement. Chicago Record Herald. Judge Alton B. Parker tells a cor respondent that his family eoat of arms shows three stags and chevron charged with trefoil slipped. With one candidate boasting possession of a coat of arms and another with forty millions, the once boasted simplicity of the Democratic party seems to go srlimmering. Muncie Star. e e As predicted in these columns some time ago, Tom Taggart, while posing as the head of the democratic national committee, is in fact but a mere figurehead, with the particular job on iand to carry Indiana for the demo cratic ticket, by fair or foul means particularly foul, if Tom has much to do with it. Columbus Republican. The narrow minded man that shout ed "Parker, Peace and Prosperity," because the terms all begin with the same letter, might just as well have said "Parker, Pain and Panic," and there would still remain such words as pitiful, persecuting, parasitical, perfidy and others too numerous to mention. Rushville Republican. Just what the Democratic candidate for vice president thinks of that Democratic utterance against monopolists and special favors and all that sort of thing has not been given to the public, but it is not difficult to understand. He doubtless looks upon it just as the authors look upon it as a characteristic appeal to prejudice inspired by a desire for votes. This man himself is one of those that the platform proclaims against. Brookville American. Democrats insists that the money question is not an issue. It will be an issue as long as men Avork for wages, and measure their material prosperity in dollars and cents and no political party with the backbone of a boiled carrot can ever afford to ignore it. Connersville Times. Ten. years ago Tom Taggart was chairman of the Democratic Central committee. The Republicans that year piled up a majority of nearly 50,000 in Indiana, and they have never equaled it since. It has been ten years of wandering in the political wilderness for Mr. Taggart since then and the chances are the Republican majority of that year. Louis Grove's horse and buggy were stoen Tuesday night. Messages were sent in different directions and by 9 o'clock Wednesday morning Rich mond sent word that his horse and buggy were at police headquarters.
