S I Issues a Novel Proclamation, Against Mosquitoes. Houston, Tex., July 13. The most remarkable proclamation ever issued by a mayor is probably the following: "To the citizens of Houston Heights: "Be it knwn that I, John A. Milroy, mayor of Houston Heights municipality, hereby issue this, my proclamation, and declare it the duty of all residents of Houston Heights to carry out the following instructions, for the purpose of exterminating mosquitoes in our city. : "1. Mosquitoes breed only in de posits of fresh waters. "2. Mosquitoes live in the vicinity where they breed; invasions from a distance are rare. "3. The young mosquito, or wiggler, lives in the water at least ten or twelve days; although they live in the water they must come frequently to the surface to breathe. "4. Coaloil on the surface of the water prevents the wigglers from breathing and thus destroys them. "5. Destroy water deposits where the mosquitoes breed, and their breed ing will be avoided. "6. Do not allow water to remain in tubs, buckets, cans, flower pots, vases, etc., longer than forty-eight hours without changing. "7. Fill or drain all pools, ditches and all other excavations containing water on or near your premises. '"Si. Change every day water need led in chicken coops, kennels, etc. Put wire netting over cisterns wells and tanks of water in everyday use. "10. Treat with coaloil all standing water which can not be screened or drained (one ounce of oil will cover fifteen square feet of surface). The oil does not affect the water for use if the water is drawn from below. "11. Watering troughs for stock, lily ponds, etc., where it is undesirable to put oil, can be kept free from wigglers by putting in fish. "12. Where oil is applied to standing water it should be distributed evenly over the surface. Efforts to Get at Bottom of Scliafer Murder Case. GRAND JURY AT WORK Kvery Rumor That May Give Clue to Be Faithfully Followed Up. Judge Palmer and Others Before the Liwrence County Grand Jury at Bedford. Bedford, Ind., July 14. The Lawrence county grand jury is still considering the evidence in the Schafer murder case. McDonald's attorney, Robert N. Palmer, is now before the grand jury, with new evidence. Witnesses are still being summoned in the case. Mary Inman, a domestic employed by Dr. J. B. Duncan, was before the grand jury today for two hours, and it is thought that her testimony had a great bearing on the matter. Judge Wilson is at home in Bloomtngton, owing to illness, and will remain there until called for by the grand Jury. All kinds of rumors are current in Bedford concerning the Schafer case, and sensational developments are promised soon. A PROBABLE MOTIVE Robbery Evidently Actuated Atrocious Greensboro Murder. Greensboro, Ind., July 14. Detective E. C. Curry of Cincinnati has arrived here and has taken entire charge of the investigation of the murder of Mrs. Mollie Starbuck and her little baby on Saturday night. He has the active assistance of Sheriff Christopher and Marshal Burr and Prosecutor Ed Jackson. The detective has been looking over the scene of the death of the woman and child and Is again at Greensboro. Much evidence bearing out the theory that robbery was the motive was unearthed. The officers believe that Haley Gipe, now in jail at Newcastle charged with having been implicated In the murder, knows much about it. Gipe was before a court of inquiry and was searchingly questioned by Detective Curry. At times Gipe seemed to be rattled. At others his answers were slowly and delibcr.'.toly made and he seemed to be studying them deeply before he made them. Curry's questions came like the shots from a rapid-fire gun and at times Gipe's answers were given as quickly as the questions were asked. From the investigation the detective secured information that he said he thought would warrant the officers in making another arrest. At Gipe's house the officers found a wet and mud-stained pair of overalls. At the well in which the bodies were found a button with a piece of cloth attached was picked up. This piece of cloth fits the rent in the overalls and the button is of the same make as the others on the garment. At the sheep pens about 150 feet from the well, was found an empty whisky bottle. It is one of a variety made at Shirley, Ind. The task of tracing that bottle began yesterday afternoon. It probably came from Shirley. It had ben filled with whisky and alcohol mixed. Starbuck. the officers say, never had any such bottle about his house. A note for $100 which had beeij made out by Will Starbuck was found In the garden torn to pieces. On the night preceding the murder the note was in a dresser drawer in the room In front of the one it is supposed that Mrs. Starbuck was assailed. This seems to positively establish the motive for the crime. Local interest is still at a high pitch. Found Dead. Lawrenceburg, Ind., July 14. A post mortem conducted by Dr. S. H. Collins on the body of Jacob Montooth, laborer, found unconscious in the bulkhead of a coal barge Monday evening, and who died from his injuries later, indicates that the victim met wtih foul play. There were no abrasions on Montooth's body, as would have resulted from a fall. The authorities will investigate. Carrie Nation's Protest. Madison, Ind., July 14. Two thousand people were at Beech Grove park yesterday, where Carrie Nation was the orator-In-chief. At the close she snatched from the wall an advertisement by a brewing company of Indianapolis, representing a woman holding a glass of beer, which she denounced as a slander to her sex. Orderly Saloon Closed. Muncie, Ind., July 14. The W. C. T. U. has succeeded in driving out of business Joe Bennett, the only saloon keeper in the city who conducted a saloon with its sole entrance on an alley. It is said Bennett's saloon was orderly, and that he always observed the legal hours of closing. Woman Run Down. Muncie, Ind., July 14. Mrx John Ellis, forty-five years old. of Illinois, visiting at Shideler, this county, was Instantly killed yesterday afternoon by a Lake Erie & Western passenger train at that place. She was walking on the track with a companion, and the latter barely escaped.
