ON THE ERECTION OF THE NEW FEDERAL BUILDING
THE FOUNDATION IS Laid Out, Ground Finally Cleared And All Preliminary Work Cleared Up. The exact size of the area of the Federal building' can now be seen. The last of the work on mapping out the foundation has been completed and teams are now at work tearing up the ground inside the boundaries of the building proper. A large number of people are continually watching the work that is progressing, exceptional interest being taken. The last of the debris has been cleared away, the ground leveled to the same height all over, save inside the foundation, and the large force of men aie now ready to start work on laying stone, from which event the buildig will rise rapidly. From appearances the cellar will not be of a largeness proportionate tothe size of the building. Great interest was manifested in the hauling of the huge stumps, which were taken up by means of windlass onto the wagons and drays. Safeguard the Children. Paris, July 13. A remrakable case in which George A. Church, of Nayatt Point, Rhode Island, is the central figure is being heard by the tribunal of the Seine. M. Poulet, a wealthy Parisian capitalist, disappeared fourteen years ago, during a voyage around the world. He left $260,000 in French bonds. After waiting the statutory period his heirs asked for a division of the estate. Thereafter a will was filed dated at Sim-Than-Glaia, Island of Java, in which M. Poulot gave his entire estate to George A. Church. Counsel for the heirs sought to create the impression that this was another case of mythical Crawfords, as in the Humbert case, while counsel for Mr. Church maintained that his client actually exists, being a retired New England merchant who recently sailed from New York ' for Europe. Thereupon the court asked that Mr. Church be presented to the court and adjourned the case until Friday to permit the presentation or the production of other proofs of his identity.

East St. Louis, July 14. William P. Scott, candidate for president of the United States on the National Liberty party ticket, was arrested here yesterday on account of an unpaid fine. Several months ago Scott, who runs a saloon and summer garden at Denver Side, was convicted of conducting a disorderly place and his fine and the costs amounted to .fl4!).S0. lie paid $50 and was given time to pay the balance. A few niirhts ago in the local telephone exchance the operator illus trated howe some people "rubberneck" in where more than one 'phone was on the line. "Now listen." said she. "When 1 ring on this line, count the receivers you hear taken down." We did;' so, and in less than a minute we distinctly heard four receivers come down. Each knew7 it was not their ring, but simply wanted to hear something that did not concern them. This practice is as dishonorable as that of listening through a key hole, and any person who does the latter would graze goats on his grandmother's grave. Preble County News. IN BAD HEALTH.
