SAILINGS m THE WYSIDE TALK OF ANOTHER PETITION IN THE FIFTH WARD MAJORITY RULE TALK Vote of One Fifth Ward Councilman Criticized Other Suggestions.
The Palladium understands another petition will he gotten up asking council to declare the north part of the fifth ward a residence ward. We cannot vouch for the truthfulness of this statement, but we were told so by a resident of the ward. There were some conditions connected with the petition that was turned down by council that most people are not familiar with. In the fifth ward there are but two saloons, and they are situated on the north side of north F street, east of twelfth. Ri'-iht across the street from these sa
loons, in the third ward, are two saloons. If the fifth ward was declared a residence ward and the present saloons done away with, all the business formerly carried on by the two outgoing saloons would be done by the third ward saloon. In this way the evil would not be remedied but would enrich the exchequers of the nroprietors of the third ward saloons. To cure the evil both wards would have to be declared residence wards. But some people argue that the above condition did not enter into the affair before council. They say the watchword of American independence is "majority rule," which was not adhered to by the city council that even the councilman they elected to represent them misrepresented them when it came time to vote on an all-important topic. Of course, we all realize the fact that when six sevenths of the people of a ward or a city want anything, it should be granted them. The question of municipal ownership of the electric light plant was submitted to the people of this city and a majority of the voters cast their ballots in favor of building the light plant, and their wishes were acceded to by council. The Nicholson law is practically a local option law and grants the people of a ward to

The voters of the seventh ward have so decided and that ward has no saloon, so it is everywhere. The wishes of the people are consulted and what they say when in the mority is worthy of serious consideration.

Miss Huber is one who has completed her course in the three and one-half years and her address showed that she is an tinusually brilliant pupil. Her subject was explained in a careful and painstaking manner and she showed great familiarity with her subject. "The Alamo," a Fine Oration.
"The Alamo" and the siege of it by the Mexicans when it was held by the "brave handful of immortals," was discussed in a very graphic manner by Will Reller. Mr. Reller is on the local staff of the Indianapolis Star and Journal at present but returned to deliver a commencement oration. His subject, an especially fertile one. was handled in a graphic manner and the twelve days 'siege of the old church, the thrilling fights, and the other events connected with the Alamo were strongly brought out. Lillie Sarah Knollenberg, another pupil who has finished the course in three and one-half years, spoke on
"The Knights of the Golden Circle, in an excellent oration which is deserving of notice. Mary Peninah Hough played "La Polka de la Reine," in an excellent manner. The piece was well received. "Noblesse Oblige." Margaret Mears Thompson's oration, "Noblesse Oblige," was one of the best. She spoke feelingly on her subject and received rounds of applause. The old French saying (translated "Rank Imposes Obligations"), was the main topic of talk that contained thoughts of great value. Valedictory. Miss Florence Lupton Shute, valedictorian of the class, and adjudged one of the most brilliant pupils in scholarship that has ever attended high school, gave the valedictory, the subject of which Avas "Two Unfinished Lives." Careful and exhaustive research was shown in every sentence and her effort was a triumph of valedictories. Lee P. Nusbaum, treasurer of the Board of Education, presented the diplomas after a short speech. Rev. Shi rev offered the benediction.
