Moroccan Insurgents Seek to Force Sultan's Hand Through Perdlcaris. Washington, June 1. This cablegram has been received at the navy department from Rear Admiral Chadwick, commanding the South Atlantic squadron at Tangier: "The seizure of the American citizen was by insurgent chief so as tc brins pressure on the sultan of Moroc co to secure demands of the tribe. ADMIRAL CHADWICK. Our sense of gravity of the case i3 shown by the presence of the American squadron and will undoubtedly cause the earlier yielding by the sultan of Morocco to the demands of the chief, which is the only cafe means of releasing captive." There is the highest authority for the statement that an attack on Tangier or an exped'tion against the brigands will be followed by the immediate murder of the captives. Cabinet Is Interested. Washington, June 1. Careful consideration was given by the cabinet to the matter of the captivity of Ion Perdicaris. an American citizen, and his stepson, Cromwell Var'.ey, a British subject, by Moroccan bandits. Secre tary Hay presented the latest advices from Consul Gummere at Tangier. Memberr of the cabinet manifested great reticence in talking for publication, but it is known that Secretary Hay presented some matters relating to the case of th.fi utmost importance. It was stated that the action of the navy in the matter had been taken at the instance of the state department. Paris, June 1. Foreign Minister Delcasse, in consequence of a communication from the state department at Washington, transmitted through Ambassador Porter, has telegraphed instructions to the French minister at Tangier to use his utmost endeavors to obtain the release of Ion Perdicaris and Cromwell Varley. The royal commission appointed in August, 1901, to Inquire into the relation between human and animal tuberculosis, has arrived at a conclusion justifying the issuance of an Interim report, according to which the commission finds that human and bovine tuberculosis are practically identical. This disproof of Prof. Koch's theory is regarded by the English press as of the highest importance as bearing out the possibility of infection through milk. Basis of Union Adopted. By an overwhelming vote of 178 to 9 the United Presbyterian general assembly adopted with slight changes the basis of union proposed by the Associated Reformed Presbyterian church of the South.
