The applicant for a license to sell liquor must have a good character; the se-ool teacher must have a good character and is supposed to have some education; the juror is not required to have eithe. character or "education, but he must be a peer of the person on trial. " Does this, parents' answer, real r imaginary, express the actual conditions existing now in our boasted civilization? Is this humor only a setting for the real truth"?
Shan Hai Kwan, May 10. It is reported that the first Japanese army orps overtook Russians twenty miles south of Liao Yang yesterday and a . severe engagement y ensued. The Russians-continue! their retreat north. Nineteen women, the last civilians to leave New Chwang, reached here tonight and report that New Chwang is evacuated.

H4EERSWN FAIR Arrangements are Being Made A Sure Success.
The Hagerstown Fair Association, which has determined to proceed with the arrangements for the summer's fair announces that there is every indication of success in the venture. Quite a large force of men has been put at work on the grounds and a number of improvements will be made before July 26, when the fair opens. The association has the promise of a large number of exhibits of live stock, poultry and other things. The races will be given especial attention, and the purges will be quite liberal, and there is every assurance of a successful fair. As usual a larire number of Rich
mond people will attend during the week of July 2G.lTagerstown,since the local fair has "fizzled out," draws all the Richmond population which attend such things. It seems as though the people will not attend a fair when it is given at the Driving Park, but they eagerly flock to Hagerstown for the same purpose.

An Indiana Airship. Upland, Ind., Jlay 10. Jack Ferguson and William Alagree of this place have completed an airship which has been tested and found to be practicable. The two men have been working on the machine for more than a year, but have kept it inclosed in a building erected for that purpose.
Ne Indictment Returned. Brownstown, Ind., May 10. The grand jury called to investigate the shooting of Ben Betterly by George Patrick, adjourned without returning an indictment against Patrick, the evidence showing that the shooting was in self-defense.
Haven't Been Seen Since. Greenfield, Ind., s May 10. "Simp" Richey was arrested by Officer Benjamin Michaels and while on their way to jail Richey knocked the officer down, gave him a severe beating and escaped. He has not been seen since.
Horse3 Caught in Flames. Newport, Ind., May 10. Albert Miller of Summit Grove lost $3,000 by the burning of his barn and contents Five horses and two colts were cremated, and 2,500 bushels of corn were burned. .. - .
