BUNCH OF RUMORS
This Comprises Mainly the Intelligence From the Seat of War. COME BY WAY OF PARIS A. nil No I)ef3nite Confirmation of :. Any of Them Has Yet Keacheii Other News Centers. It Is Known That the Russians Have Evacuated Korea Drawing the Japs Beyond the Yalu. London, April 11. No confirmation has reached London of the various rutaors, most of which came by way of Paris, of land fighting, landings by Japanese on the Liao Tung peininsula, the capture of Japanese transports by Russians, etc. Dispatches from various points agree that the Russians have completely evacuated Korea, but beyond this there is little reliable news. A Chefoo dispatch which reaches London by way of Rome, asserts that I--:m Fix.. 3 BEAB ADUIS&Ii WlREXICS OF THE RUSSIAN NAVY. the Japanese squadron with twenty steamers was seen making for Port Arthur. The squadron of Admiral Wirenius has left Cherbourg for the Baltic. On the occasion of Easter the. czar conferred numerous decorations and promotions on naval and military commanders prominent in connection with the war. Marquis Ito, president of the Japanese privy council, was given a banquet at Tokio Saturday. H3 announced the success oa his mission in establishing confidential relations between the Japanese and Korean courts and said that at his government's request he had drawn up an elaborate report on Korean political needs. The Japanese papers ridicule the idea of the Russian Baltic sea squadron ever reaching the far East, and do not believe that it will ever make the attempt, j RUSSIA'S PLANS As Outlined by an Officer In a Position to Talk. St. Petersburg, April 11. The generally anticipated attack on Port Arthur did not occur Sunday, although a telegram received from Grand Duke Cyril reports that the enemy's ships were sighted on the horizon. It Is presumed that the Japanese were warned of the extra precautions which had been taken to guard acinst a surprise. There was no Easter merrymaking at the front. Vice Admiral Marakoff's torpedo flotilla patrolled the open sea, while the warships with full steam up remained outside the port. Elsewhere throughout the theater of war all is reported quiet. A high military authority in an Interview explains why General Kuropatkin's plan of campaign does not contemplate a heavy resistance to the Japanese advance at the Yalu, saying: "Either defeat or victory in a battle there would be disastrous to us. If we lost we would have to fall back through a difficult country. If wo won and I say tc you that Russian strategy is based on the idea of victory and not on that of deteat success would be fruitless. We could not follow it up without exposing the army to too

great risks. On account of tie Japanese control of the sea, if we pursued tho enemy Into the peninsula of Korea we would ope-, both flanks to a possible attack from the rear. No, the Japanese must come on to a point In the interior which, with this end in view, has been selected where we will follow up a crushing defeat to the bitter end with blow after blow and seal the fate of the campaign. "Our plans on sea and land will converge at a time next summer when Vice Admiral MakarofT's fleet will be relieved by the arrival of reinforcements. Then, if successful on land, we can clear the sea of the enemy, cut his communications, and the Japanese in Korea and Manchuria will then be at our mercy. "The world must not be impatient. The prelude to this war is not yet finished." It is understood here that as the result of General Kuropatkin's visit to New Chwang, reinforcements of 100,000 men will be sent forward from Llao Yang.

Congress. Hearing the Decks For Final Adjournment. AFFAIRS WELL IN HAND Tho More Important Bits of legislation Are Now In Shape For Speedy Disposition. April 2S Is Tentatively Named as the Date For Exodus From Washington. Washington, April 11. April 2? has been discussed in committee rooms and among senators and representatives as not at all an improbable date for the termination of the present session of congress. The pension appropriation bill has been receivsd from the house and reported from the senate committee with an amendment. Discussion of service pension legislation, it is believed, will be exhausted before the bill is placed on its passage and this measure therefore is not considered a barrier to early adjournment. The army appropriation is agreed on except as to four amendments, which are in conference, and it is thought these amendments will not result in much further discussion in either body of congress. The conference report on the agricultural bill aas been agreed to in the senate, but no action has been taken by the house. A second conference has been ordered on the fortification bills question on the senate amendments for the purpose of a submarine boat, for instruction in coast defense and making an appropriation for the completion of a certain type of disappearing gun carriage. Both the naval and the district appropriation bills are in conference. The conference report on the Indian appropriation bill has been made, and is likely to cause debate for one or two days. Four days additional discussion is looked for on the postofiice appropriation bill. The amendments that have been adopted are not of a character that will tie the bill up in conference for more than two or three days. It is expected that the sundry civil bill will be reached from the senate committee on appropriations this week and the military academy bill will be ready by the time the sundry civii bill is passed. It is expected that the general deficiency bill will be reported to the house at an early day. No call has yet been issued, but Republican leaders of the senate anticipate holding a meeting of the steering committee early next week to agree on a general program for the remaining days of the session. SENATE DOINGS Several Important Matters Billed for the Week. Washington, April 11. The measures of importance that will come before the house this week include the $3,000,000 appropriation to carry on necessary river and harbor works; the general deficiency bill, which is expected to come from the appropriation committee early in the "week, the copper bill amending the Philippine civil government by authorizing a bond issue by the island government for Internal improvements and guaranteeing 5 per cent earnings on capital to be invested in railroad building in the islands, the statehood bill, and conference reports as they may come up for consideration. The river and harbor and general deficiency bills are not likely to consume much time, but the Philippine bill, which probably will be reached by Wednesday, is expected to require at least two days' debate. The statehood bill's career is to be determined by a caucus of Republican members to be held probably Thursday evening. A special rule from the committee on rules, limiting debate and providing for a vote, is expected as a result of the caucus. The Week in the House, Washington, April 11. The appropriation bills this week will take precedence of all business in the senate, but it is more than probable that political discussion will take up most of the time nominally devoted to appropriations. The postoffice bill will divide attention early in the week with the conference report on the Indian bill. By the time these two measures shall be disposed of it is expected that the sundry civil bill will have been reported from the committee on appropriations. It is quite generally understood that several Democratic senators will reply to Senator Spooner's speech of Saturday. Senator Gorman will be among the number. There may be an effort made to get up the Panama canal bill during the week, but not if It would interfere with consideration of appropiration bills. Jews Were Not Molested. St. Petersburg, April 11. The Associated Press has received special reports from all the Jewish districts of Russia regarding the happenings of Easter Sunday. According to these dispatches the Russian Easter passed quietly and there was absolutely no attempt to molest the Jews, the provincial governors acting in accordance with instructions from St. Petersburg.
