Payne Makes Slow Progress. Washington, March 29. The condition of Postmaster General Payne continues favorable although the progress toward recuperation in his weakened state is very slow.
TERSE TELEGRAMS The entire lowland region in the river section of California is in the grasp of a flood. Charles G. Foster, a clerk employed in the White House ofilce, shot and killed his wife and himself. Thousands of dollars' worth of damage has been caused to the Erie canal by the flood in the Mohawk va ley. The president has sent to the senate the nomination of Joseph W. J. Lee, Maryland, to be secretary of legation at Panama. Russians discovered a vessel loaded with Chinese at fCiliot Island, in tow of a Japanese vessel. The Chinese and Japanese vessels were sunk. r The investigation of the protests against Senator Reed Smoot will be resumed April 13 by the senate committee on privileges and elections. The speculative excitement which kept last week's market stirred up over the Northern Securities dissolution has pretty thoroughly subsided. New Chwang has been placed under martial law by General Alexieff, and the port'3 trade may b shut off. The order is regarded aa a dig at the powers. The senate committee on interstate commerce has reported favorably the bill to authorise Tigo county commissioners to build a bridge over the Wabash river at Terra Haute. lad.

Proper Treatment of Pneumonia. Pneumonia is too dangerous a disease for anyone to attempt to doctor himself, although he may have the proper remedies at hand. A physician should always be called. It should be borne in mind, however, that pneumonia always .results from a -cold or from an attack of the grip, and by the proper treatment of these diseases a threatened attack of pneumonia may be warded off. There is no question whatever about this, as during the thirty years and more that Chamberlain's Cough Remedy has been used, we have yet to learn of a single case of a cold or attack of the grip having resulted in pneumonia when this remedy was used.
