Flood Damage at Indianapolis Will Require a Bond Issue.
CITY IS OUT OF FUNDS
Facing a Loss of $200,000 in Streets nd Dridges It Will Have to liaise the Wind.
An Instance of the Effect of the Flood Damage in the Capital City.
Indianapolis, March 29. The exextent and magnitude of the great flood which visited this city, paralyzing business industries and wreaking havoc generally can better be understood when attention is called to the fact that in round numbers the damage to city property alone will amount to $200,000. The city officials thus compute the l6ss to Indianapolis although it is admitted that the estimate is only a rough one. On closer investigation it may be found that more money will be needed. The fund is needed to pay for the repairs to unimproved streets which were almost totally destroyed for miles in the flood district, the replacing of the small bridges over Pogue's run and Pleasant run and the rebuilding and strengthening of the bridges over Fall creek and White river.. A bond issue for $200,000 to raise the funds to make the necessary repairs 13 contemplated. There is not enough money in the city treasury by any means to repair the damage. A bond issue will therefore be resorted to. In order that there may be no delay it is probable that $25,000 of city money will be transferred from special funds to which it was originally appropriated to create a special emergency fund.
Life Savers Lose Their Lives. Marion, lnd., March 29. The waters of the Mississinewa river are the highest they have been for twentytwo years, and three are dead as a result of its flood. They are: Robert Howe, Teddy McGovern and William Carter, all of Gas City. The three men were drowned in an attempt to save James Martin, his wife and three small children whose home in the lowlands was surrounded by water.
Waters cf White River Subside. Indianapolis, March 29. The crest of the White river flood has passed Indianapolis. High water mark 17 feet, 7 inches, breaking all records was reached. The estimated damage in Marion county is $2,000,000; north of Marion county, $1,000,000. Eeven hundred families in Indianapolis and immediate vicinity were driven out of their homes by the flood.

Tinplate Workers Reject Proposition for Wage Reduction. Anderson, lnd., March 29. Cooper Lodge of the Amalgamated Association of Iron, Steel and Tin Workers, in this city, decided by a vote of 65 to 20, at their meeting Saturday night, to refuse to stand for a 20 per cent reduction in wages, as proposed by the American Sheet Steel and Tinplate company. The local Amalgamated men control the hot mill department of the tinplate works. Should they decide to quit work pending a settlement, the other departments will be forced to close and over 500 employes will become idle. The tinplate workers affiliating with the Amalgamated Association are very angry at their national president, Theodore Shaffer, for accepting the reduction for the men and continuing the mills in operation until the men could vote on the question. The vote is a rebuke to Shaffer. The men stood a reduction of 3 per cent a
little more than a year ago, but have
not had the work they were promised.

Robbers Attack Lone Woman.
Manchester, lnd., March 29 Bound,
gagged and relieved of her purse, con taining $40, is the experience of Mrs
Albert Karstetter, a bride of two months, who recently came here with her husband, who is employed as timekeeper by the Shutt Improvement company, in camp No. 2, two miles west of here. Her husband had left the house but a short time when two men, who had evidently been hiding outside, rushed in and grasped her by the throat, choked her until she was almost unconscious and then bound and gagged ber, after which they searched the house and her clothing, finding $40, which they appropriated. Mrs. Karstetter remained bound and gagged, and she was unconscious when her husband returned, one hour later. She continues alarmingly prostrated because of her experience.
