IR CONGRESS In the Honse the Sundry Civil Bill Has the Eight-of-Way. WILL TAKE ALL WEEK The Disposition of This Measure "Will Bring Out No End of Congressional Oratory. In th Senate the Postofflce Bill Received Its First Attention Today. Washington, March 28. The sundry civil bill has the right-of-way In the house this week and Chairman Hemenway believes that it will requirCthe whole week to dispose of the measure. Should this not be the case two special orders have been set to follow it pension bills and the omnibus claims bill. The impeachment of Judge Charles Swayne. is now properly before the house and is a matter of the highest privilege. Mr. Palmer, in charge of this case, says that he will not press it during consideration of the sundry bill but he will call up the case at the conclusion of that measure. While minority views are to be filed in this suit by Representative Gillett, of California, it is expected that a decision in the house can be reached without prolonged discussion. In the senate the postofflce appropriation bill received its first attention at the hands of the committee on postofflces today, and there will be an effort to report it by Tuesday or Wednesday. If the District of Columbia bill is passed before the postofflce bill is ready for consideration the conference report on the army appropriation bill or the bill authorizing a new department building in Washington may be made to serve the purpose of holding off the pure food bill. Senator Hepburn announces his intention to call up the food bill, if possible, and says he will use his best efforts to secure its passage. THIRTEENTH VICTIT.l Race War at St. Charles Now Thought to be Over. Dewitt, Ark., March 28. Two more negroes have been killed in the clash between whites and blacks at St. Charles, fifteen miles from here in Arkansas county. This brings ' the total of dead negroes up to thirteen, all of them being killed within the past week. The last two negroes killed were the Griffin brothers, Henry and Walker, who were the cause of the trouble. The negroes were reported to have escaped, but it is known that they are dead and it is believed that they were killed Sunday. Owing to the remoteness of St. Charles, and to the fact that the news of the result of the riot is not given out freely, it is difficult to obtain details, but there is no doubt of the authenticity of the report with reference to the death of the Griffins. In the St. Charles neighborhood the negroes largely outnumber the whites and trouble has been brewing for a long time and it is said the negroes for the past two years have been getting insolent and belligerent. It is now believed that the leaders of the unruly element have been killed and that further trouble will be averted. Saturday was election day and usually on such a day St. Charles is crowded with negroes, but during the entire day only two negroes were seen in the town and these two appeared In the morning and stayed in the village but a short time. Near St. Charles the negroes are quiet and are attending strictly to their work. The trouble originated last Monday when the two Griffins met two white men, brothers, named Searcy. The Searcys who are fishermen, and the Griffins had an altercation a few days before and when they met the trouble was renewed. One of the negroes armed himself with the leg of a chair and with his brother assaulted the white men, beating them so severely that one is now on the verge of death and the other is in a critical condition. In an effort to arrest the Griffins eleven negroes have been killed. The death of the two Griffins makes the deathlist number thirteen. Rathbone Files an Appeal. Washington, March 28. Senator Piatt, of Connecticut, chairman of the senate committee on relations with Cuba, has received from Maj. E. G. Rathbone an appeal for a review of his case by congress. He has on file with Senator Piatt's committee a request for an investigation of the circumstances under which he was convicted of complicity in the Cuban postal frauds but no action ever since has been taken m the matter. Maj. Rathbone bases his claim for an investigation on his "right to be heard as an American citizen." Morales in the Ascendant. Washington, March 28. Information received at the navy department from Admiral Wise at Guantanamo indicates that the Morales government is making headway in the revolutionary contest in San Domingo, the admiral reporting that it is now in possession of "all the ports of the island except the small one of Monte Crist! on the north coast.
