Japan Has Made Preparations in Case of War. SITUATION IS HOPELESS Tokio Dispatch Concedes That' the Probability of War is Daily Growing Clearer. Measures to be Taken in the Event of Unfavorable Keply from Ilussia. London, Feb. G. The Japanese legation is without further news. The dispatches today from all points are more pessimistic. Tokio, Feb. 6. VThe situation is regarded as hopeless. It is generally belived that the councils of the elder statesmen held Feb. 3 and 4 decided upon the final measures to be taken in the event of an unfavorable reply from Russia. The voluntary subscriptions to the war fund exceed two million yen. Little credence is attached td the persistent rumors that Russian troops are about to proceed to Korea at the request of the Korean government. Uncle Sam Will Not "Butt In." Washington, Feb. 6. In case of a Japan-Russian war the statement is reiterated at the navy department that the fighting ships of the Asiatic fleet will be kept away from the scene of hostilities and every care will be taken to observe good sea manners. That the American navy, however, may not be without observers of what will be the greatest naval struggle of modern times, it is said that in all probability several smaller ships of the fleet will be detailed to go northward with competent officers who will be detailed to act as official observers. No orders to this effect have yet been issued. Japs Flee Vladivostock. Vladivostock. Feb. 6. The Japanese are flying panic-stricken and Japanese storekeepers are sacrificing all their possessions in their haste to escape to Japan. Cases of oranges are selling for 5 cents and furniture is being literally given away. They are practically ruining themselves in their hurry to get away before the outbreak of war. Powerful Ally of Peace. St. Petersburg, Feb. 6. Admiral Skrydlov, commander of the Russian squadron in the Black sea, has been summoned to St. Petersburg for consultation on account of his knowledge of the far East. The dowager empress received the admiral and when he was leaving said to him, "there will bo no war." NOT DUE TO WAR Bully Explains the Cause of, the Cotton Slump. New Orleans, Feb. 6. Daniel J. Sully .who will not leave New York as reported, has wired his New Orleans managers as follows regarding the present condition of the cotton market: "The enormous liquidation in the market, although to some extent the result of a war scare, was induced largely as a matter of protection. The selling orders were for weak long customers whose margins had grown dangerously small as a result of the recent declines." Advitisers Win Their Point. New York, Feb. 6. The law forbidding the desecration, mutilation or improper use of the national flag passed by the state legislature last year has been declared unconstitutional In the appellate division of the supreme court in so far as it relates to the uae of the flag in advertising devices an 3 on trade labels. The case grew out of the sale of cigars in boxes hearing labels which included the national flag In the design. Died of Burna. Indianapolis, Feb. 6. Mrs. Mary Hoekridge, who was seriously burned at the home of her daughter, Mrs. Best, last Tuesday, is dead at the City hospital. The woman's dress caught fir from a stove. "
