Supreme Court Puts Newton County Squabble Back to Starting Point. AN ANCIENT CONTENTION For More Than Forty Years There . Ilaa Been a Fight On Location of Court Plouse. Highest Conrt Says Law Under Which One Side Won Its' Point Is Unconstitutional. Indianapolis, Jan. 9. The supreme court has held unconstitutional the law under which a settlement of the question of the location of Newton county's new courthouse was expected. The court says there seems to have been strife over the location of the county seat in that county for more than forty years. It was shown to the supreme court that the old courthouse at Kentland wag a wooden structure, built in 18G0, and the court says "so advanced in decay and dilapidation that the entire edifice i3 said to shake when the courthouse bell is rung." As a matter'of his tory it is known that the legislature of 1899 passed the act for submitting the question of the site of the county seat to popular vote as a compromise among the warring delegations from Newton county, representing the towns of Kentland, Morocco and Good land, respectively. Goodland was the choice of the majority. The court held that the law for vot ing on a county seat in Newton county and erecting a courthouse at the loca tion chosen was a "local law regulat ing county business," such as the con stitution forbids the legislature to pass. DISSATISFIED WORKMEN Settlement cf Steel Mill Strike That Did Not Settle. Indiana Harbor. Ind.. Jan. 9. The settlement of the strike at the Inland steel mills is not satisfactory to the workers, as it has brought about an average reduction of 20 per cent in wages. It is thought that when the financial condition of the union will warrant the effort, an attempt will be made to force the company to restore the old scale. Strange workmen are regarded with suspicion. One was chased for a mile yesterday for pre suming to apply for work without credentials frcm a union. The indica tions are that labor conditions at the mill will continue as at present fcr the next three months. Seeking Fugitive Clerk. Anderson, Ind., Jan. 9. Pinkerton detectives are after L. H. Vinnedge, the absconding clerk of the American Steel and Wire company, and the offi C2ts say he will be apprehended if it is possible for the sleuths to catch him. Every effort has been made by officers to get a picture cf the young man, but without success. Detectives and police in all parts of the United States have descriptions of Vinnedge. It is believed by many people here that he has either gone to Mexico or Canada. He has relatives in Canada and often visited here. Killed Fellow Convict. Jeffersonville, Ind., Jan. 9. C3rrus Berry, a convict in the reformatory who was struck with a bar of iron by Hammond Gehr, a fellow prisoner, is dead. Gehr came from Lockport three weeks ago to serve a term for assault and battery with intent to kill. Berry's home was here. Child Slowly Dying. Dillsboro, Ind., Jan. 9. The two-year-old son of Augustus Marion, in Ripley county, is about to die from a peculiar cause. During the holidays the child was eating peanuts and drew a kernel into his lungs. He suffers excrutiating pain and cannot live. Child Fatally Scalded. Shelbyville, Ind., Jan. 9. The little child of Mr. and Mrs.i Oliver Devore was fatally scalded by pulling over a tub of hot water. The mother was washing and had the tub on a chair. While the mother was out of the house the child met the accident. Indi?na Merchants to Meet. South Bend, Ind., Jan. 9. The Indiana Merchants' association will hold an annual meeting in this city begin ning on the 19th inst., and continuing tree days.. Delegates will be entertained by the South Bend Retail Mer chants' association. First Degree Murder Charged. . Huntingburg, Ind., Jan. 9. Th3 grand Jury, called to investigate the murder of John Hodges by Howard Tate, has returned an indictment alleging murder in the first degree. Medicine In Child's Reach. Dunkirk, Ind., Jan. 9. The tiro-year-old son of William Seeley, north of here, found a box of pills and ate half of them. The child died in a short time after intense suffering. Four Horses Burned. Noblesville, Ind., Jan. 9. Fire destroyed the large frame barnr of John Mullen, west of Cicero, together with four horses and a large quantit of hay and corn.

And Forty Were Injured When Dynamite Lit Go. Mexico City, Jan. 9. At the "Los Laureles mines near the little hamlet of La Yssca, west of Guadalajara, a large number of boxes of dynamite which were stored in a pewder house exploded, killing twenty men and injuring forty others. The detonations of the explosion could be heard several leagues and an American mine-owner working at his mine a league away was struck by a falling rock and killed. " SENATORS DISAGREE A3 to President's Right to Appoint Minister to Panama. Washington, Jan. 9. In an executive session of the senate the nomination of W. I. Buchanan to be minister to Panama was dizcussed for more than two hours, the debate being confined almost entirely to the constitutional right of the president to appoint -7 'JF -v?Cj PPfN- mm. T PfrHAVAH. a minister to the new republic with out the co-operation of the senate. The point was raised by the Demo crats that the position to which Mr Buchanan was nominated was not in existence when the appointment was made and that the president had no right to create the position except with the consent or the senate. Republi can senators almost unanimously sup ported the action of the president. They declared he acted wholly within his constitutional prerogatives. No decision was reached and it was agreed that the matter would be con sidered again on Monday. Free School Book Resolution. Washington, Jan. 9. Representative Knapp, of New York, has introduced a bill authorizing the purchase by the government of a set of the best public school text books, that the privilege of free publication of such books may be had by. the people of the country. Epidemic cf Measles. Tulsa, I. T., Jan. 9. -An epidemic of measles is raging among the Shawnee Indians, and manjr deaths have resulted. Three deaths occurred in one family. These Indians were almost annihilated by measles seventeen years ago. Secured One Juror. Chicago, Jan. 9.
