The former decided to request physicians to cease vaccinating persons until an investigation as to the cause of the lockjaw cases has been made, and the latter rescinded the order of compulsory vaccination of all school children. Mr. Mpad has several piaas for irrigation and will submit some of these to the president. It Is understood that the president, who lived many years In the west and Is well acquainted with the arid condition of that sectioa. will say a good deal in his message on the subject of irrigation. Western members of congress are ex tremely hopeful that congress at the coming session will exteud national aid to some rational plan for Irrigation. President Mc-Kinley's visit to the west last May bad done much to increase tke friendly feeling he had for the west, and In a number of his speeches he referred to the need of Irrigation In the west. It was generally thought by western congressmen that President SIcKinley would have given considera ble space In his next message to congress to a discussion of the need of federal aid in the reclamation of the millions of acres of land that cannot be cultivated because water cannot be obtained. A peculiar skin disease has made Its appearance among the clerks and employees of the postotBce department. vand there are quite a number who are afflicted with the very disagreeable eczemalike disfigurement, which, siiiee the last few weeks, has given them considerable annoyance and physical pain. The disease was first observed on the bands of a messenger whose duty it is to carry letters, dispatches and books from office to office. He paid little attention to It. thinking It would disappear in due time. Instead the disease spread, and now there are quite a number of employees and clerks who are doctoring their hands and faces to rid themselves of the strange ailment. The matter has Extracted considerable attention, and an investigation was made to explain the disease and to trace it to Its source, with a view to stop Its further progress. To Replace Loaar Brldare. Correspondence Is in progress between the mecretary of war and the president of the Pennsylvania Railroad company with a view to securing a modification of the plans for the railroad bridge across the Potomac to replace the Long bridge, so as to guarantee a structure that will be an ornament to the city and in entire harmony with the pending scheme for the development of the park system of the district. The members of the park commission have been consulted In regard to the proposed railroad bridge, and It is said that the representatives of the railroad company have indicated to them as well as to the secretary of war their desire to act in harmony with the commission with respect to Potomac park and to co-operate with them in the" imprnvemeut of the approaches to the national capital. Value of Pontic Buildings. - Assistant Secretary Taylor has bad a statement prepared showing the value of public buildings In the United States. These show that the disbursements from the treasury on account of buildings within the District of Columbia have been ?0".S40.102. On account of the buildings and grounds the disbursements for the capitol have been $17.071.S49. The central building, when erected, from 1818 to 1829. cost $1,108,904. In the extension, from 1S00 to 1875. the expenditures were SS.075.299. The new dome cost $1,047,291. and repairs since 1829 have amounted to $2,380,210. The White Ilouse and grounds have cost the government $1,752.789. Hospitality at the White Hoaae. That all social roads lead to the White Ilouse. now that the period of official mourning is over, is a fixed fact. Hospitality, while the reverse of spectacular. Every circle of official society is represented. Rural Free OeHvery. The rural free delivery service will be placed under the classified service as soon as practicable, probably some time during the winter. This was determined upon by the president soon after he succeeded to the presidency and after he had talked with Postmaster General Smith and others. 'He has since talked with members of the civil service commission as to his intentions. The rural free delivery is one of the few branches of the government service remaining unclassified and is destined to be an important department of the governmentSew Cnbassaser to Italy. Colonel Myron T. Herrick of Cleveland will succeed George Von L. Meyer as embassador to Italy within a year or so. by which time Mr. Meyer will probably leave his post. It Is stated that it was the sincere wish of President McKlnley that Mr. Herrick should have this appointment and that the understanding was that Mr. Meyer should serve as embassador until Mr. Herrick't large business affairs in Cleveland are put in shape for a residence abroad.
