The number at luncheon will average three a day. and there have been a dozen guest at breakfast at various times. These meals are not formal affairs. Tbe guests go in and take jwt luck. The Itoosevelt menu is simple. The president believes in plenty of plain food. Usually oysters or clams, a soup, a roast and some simple dessert make the dinner. Sometimes there is an entree and oftentimes some dish like chicken pie. Game Is frequently served. Mrs. Itoosevelt Is a charming hostess and !s never ruffled, even when the president bursts Into the dining room at the bead of half a i ::en guests wheu there are seats provided for three. She would not be surprised If be came In with twenty, as be will some day without doubt. Trooita for the Philippines. The Philippine army will Lie reduced by 10.00O men wit bit) tbe next few months ly the expiration of enlistments, and tbe ottleials of the war department are making preparations to meet that deficiency by tbe prompt transfer cf troops frori the United States. Final action in that regard awaits ouly the approval of tbe secretary of war. Troops and transports are ready to start for the Philippines as soon as he gives tbe word. It is expected that the tirst expeditions will start from San Francisco within a few days on the transports Grant and Meade and that more troops will be forwarded later from New Yotk by way of tbe Suez canal or the transport Crook. Tbe reductions will be gradual and will lie met from time to time by fresh troops as ret pi I red. These arrangements are predicated on the belief that it will lie necessary to maintain tbe Philippine army at its present strength of about 40.l"00 men for some time to come. V. Cntiln.l ( 1 i n n m ,r ! According to one who claims to know what be is talking about, these enterprising gentlemen of tbe press who are tearing President Roosevelt's cabinet to nieces and building tip a pew one for bim may save themselves a deal of trouble if they will only stick to facts. No cabinet changes are contemplated at tbe present time or in tbe near -future. What may occur months or years hence is not wortb speculating about. It is true there has been a little anxiety concerning the health of Secretary Root. For several months Mr. Root has not been well. He has been troubled with many boils and carbuncles, and his blood bas evidently been In bad condition. Tbe secretary has been iu such a state that he was all right If matters turned for tbe tietter and ell wrong if they turned for the worse. Fortunately, they have turned for the better. Addition to the Capitol. Further additions to the United States capitol are suggested by the annual report of tbe architect, which bas been made public at the department of the interior. This report for the last fiscal year not only reviews tbe marked changes which have been made in the historic structure during tbe last year or two and gives a list of the various statues and objects of art in tbe building, but proposes that a new liuilding be secured or erected at a little distance, something on the order of the Maltby building for tbe senate apparently, in which members of tbe bouse can hive their offices and in wbicb can be located tbe lighting and beating plants for tbe capitoL The -New Knox Home. Mrs. Knox, wife of tbe attorney general, and her daughter. Miss Rebecca Knox, have arrived in Washington and taken up their residence at their new home in K street, wbicb was the former borne of Mrs. Cbilds of Philadelphia. Tbe stables of th attorney genera! have been enlarged, ami the house is nndergoing the most careful -Uanges and is being superbly eiuipied for social entertainments. Washington society expects much of tbe attorney general and bis agreeable family, and, though neither Mrs. Knos nor her daughter are fond of tbe mad whirl of social affairs, tbeir bouse undoubtedly will be tbe center of attraction for the young folks of tbe official set. Water For Fisrbtlna; Fire. The District commissioners have detided to place in tbeir forthcoming! estimates to congress an item for $o00.0m which will enable the District authorities to establish what is practically an independent water service for the business section of the city, to b used for fire protection only. The new service will be entirely separate from tbe other, and special street hydrants will be erected. Mrs. James G. Blaine, Sr.. and her daughter, Mrs. Harriet Blaine Beale. have returned to tbeir K street borne after a summer In New England. James G. Blaine and his beautiful young wife have settled In New York for tbe winter, but it is expected that tbe bride will visit both ber own and her husband's family frequently during tbe coming season. - Cabx ScBOrXXLD.
A Waif Sparrow. There is a little gill st the Philadelphia Jewish Orphan asylum who is lb proud owner cf a pet sparrow. This

One tU:y ia-t spr.tsg during a storm one of the l';g trees in the gardt u was broken and the baby birds who bad their homo ia the trte were thrown in every d'rectlon. Every day the little girl feeds hei bird, aid it will bop ail over her bauds. ! her Lead and neck. The neck is its fa vorite habitat, probably ln-cause she has thick, curly hair. At night the sorrow is placed ou a tree branch, but ts soon as its little mistress apiears in the morning down flies the bird and settles ou her utn-k. Eate in the afternoou supper is served to the orphans iu tbe garden, and the sparrow is always on baud for bis share, which be pecks from the little girl's hand. Tbe superintendent talks to the sparrow and tells bim he must be iiolite and wait for bis turn, at which the bird cocks bis bead on one side as though be understands, winks his ere and arranges himself ou the shoulder of bis little mistress. Queen Alexandra is extremely fond of flowers and live rets, ami the ro.val aviaries are among her favorite haunts. There Is also a colony of twittering Australian birds and a house of monkeys. The taming of her pets Is one of her majesty's especial hobbies. Once there stayed with her as a gtiest at Sandringham a young girl who. when seeing the then Princess of Wales feeding her birds, was stricken with a remorseful memory of a forgotten duty. She had omitted to give directions for a pet builie to be cared for in her absence. She unburdened herself to her august hostess, who at once caused a telegram to be dispatched for the bird to be sent over po.-thaste to SandringUam. C Jot lie or FiKtik!n. How would you like to be dressed entirely, from your hat to your boot in garments made of fishskin? There are many races in the north lands that wear these fishskin clothes for the simple reason that there is no other material available. Salmon skin, when made into clothes by the Inhabitants of the northern shores of Siberia, is like kid in apiioaranee and softness, but it Is tougher in fact, almost as tough a? parchment. It Is dyed yellow and red and indigo, and some of the garments are highly ornamented. The garments are sewed together with fine thread, also made of fishskin. The outer edges are generally bordered with a fishskin band of dark indigo blue, and above this is a strip of red. The tribe lives entirely by fishing and bunting. Salmon, which ascend the river, are the staple food, and the skins, after lieing treated by the women, who are adepts, provide the most durable clothes any one could wish for. A Remarkable Machine. The cinercatograph for the blind Is a machine which passes under the fingers of tbe blind a series of reliefs representing the same subject in different positions the branch of a tree, a bird or any other object. The blind person has the Illusion of moving scenes, just as photographs passing over a luminous screen lend the illusion to those with sight. They All Follow A. "Johnny," queried the teacher of the new pupil, "do you know your alphabet r "Yes'm," answered Johnny. "WelL then." continued the teacher, "what letter comes after A?" "All the rest of "era," was the trlnmpbant reply. Dow She Could Tell. "Mamma, said three-year-old Nellie. "I can always tell when brother Johnny has finished his pudding." "Why. dear, how can you telir asked her mother. "There Isn't any left on tie plate," waa tie replj. . . . . .
