Colombia Now Haiin a lime Over ttte Cttu-t. Washington. Oct. 1. Ir. Silva, the Colouili.a winder. yetcrUay received a itrsK.ua 1 nit-tisane from Bogota announcing a cabinet ivisis there. The dispatch cavjif from his Lrother-in-law. Miguel AbatT.a Mcudoz, au J auuwum-fd that the cri.?s bad resulted in his appointment as minister of foreign affairs. The new premier Las been the secretary of the treasury in the Colombian cabinet, lie is a young man alont 35 years of are and is a lawyer by p-ofessiou. The dispatch gave no furttiei- particulars than those above stated, u-ji did it make any mention of the r.-as for the crisis. The presuiuprkiu at the legation is that the entire cabinet has resigned. From their knowledge of the condition of affairs in Colombia the belief prevails that the change in the ministry was precipitated by differences among the cabinet on acount of the proposal gold loan which the government has been seeking to obtain from the banks. Some of the ministers were favorable to compulsory action in forcing a loan while others were opposed to such a course. Colombia has issued a vast amount of paper money to meet the expenses of carrying on the operations against the revolutionists, so that the value of the paper dollar is now about 4 cents. A gold loan was necessary in order to obtain money to purchase ships, and for other purposes, but the government's course met with considerable opposition. While unfortunate at this time, the officials do not consider the situation as at all serious.
