Among the most interesting and intricate problems that confront our government in cstalrtishing civil rule in the Philippine Islands is the question of the establishment of American courts of justice. Naturally since the outbreak of the Filipino rebellion pgainst Spain judicial affairs have been iu a topsy turvy condition, and rightlug them will require the exercise of much patience and skill. To assist iu the enforcement of the laws and in the maintenance of order until the present time the military has been needed, but It Is hoped that they will soon, become unnecessary. Of course a large force of soldiers will be kept in the islands for many months to come. Among the judges appointed who will have the greatest direct intercourse with the natives is Fletcher I.add of Lancaster. No Credit Trade Balance Abroad In Our Favor. A POPULAR EEEOS CORRECTED. w York Ranker $as We Are In Furl Rorronrn Frm r.rupr ant Will Mrrt Loaaa When ibe Cropa o Til In Manjr Srcarlllra Sulci HjrU to I . ItnjMirtant banking interests in New York city admitted the other dav that the Is lief that has generally obtained that the L'uited States has at the pros t-tit moment a great international credit balance that is, a great muss of del owed to the l'uited States by Europeis not well founded, says the New York t-'un. As a matter of fact, the L'uited States is at this time in reality, through the operations of the foreign exchange market, liorrowing from Euroire, al though this debt, represented by long sterling, will be settled later in the -:i sou as our grain ana cotton crops which are still to be harvested are shipiK'd abroad. One banker who ws interviewed said that there had for long time been a great ileal of misin formation circulated regarding the es i-stence of the big so called internation al trade balance in favor of the United States. 'Since about April 1," said this bank er, some of the largest hanking houses here having dealings with Europe have drawn very large amounts of tut and '.. day bills of exchange, and they are still drawing them. I hose lulls are not Jrawn against balances abroad, but are In the nature of loan bills. Such bills are regularly drawn every sum mer, but this year they began to b lrawn earlier thau usual, about April 1. although usually they do not Ix-giu to appear uutil along in May. If any balances existed abroad, the bills ;irawn wouitl te demautl bills or ex change, not lng bills. '"In figuring the balance In favor of this country on the basis of the net ex ports of merchandise over the net im ports of merchandise there has been no taking into account of the very large amount of money that rich Amer icans residing abroad spend there, the money of course being drawn from this country. Iu this category are such men as William Waldorf Astor and I'.radtey Martin and such women as the Countess tie Castellane ami the luchess of Marlborough. There is a great number of such rich foreign Americans living in London. Paris and Italy, ami to them can be added a great mtny more Americans of less wealth who nlso live abroad ami who spend a very large sum in the aggregate. For example, there are living iu the city oT Kresden alone MD.ooo Anierl cans. Besides all this there Is the amount, which lias been calculated at $100,KHM.xn yearly, which is spent by American travelers lu Europe. In addition there is the amount of the freights and insurance on our shipments abroad which we pay to Europe. The net balance is very much smaller than the amount which the statisticiaus have iecn figuring it at. "A great many of our dividend and Interesting yielding securities have been selling on ouly about a 3 per cent Income basis, and this fact has in duced foreign holders of such securities to part with them. They have also disposed of many noudlvidend paying American securities, such as Heading and Erie shares, which have advanced in price largely in the American mar ket. If actual figures could be obtained, it would be found that a net balance at the present moment tloes not exist as a banker's balance that Is. au actual cash balance. It might be worth noting that if the amount owed by Europe on the export balance of merchandise had to be paid to the United States In cash Europe would be drained of cash, and the very market for our goods would be Interfered with, as the people who are our best customers could not buy. The whole matter of settlement is worked out through the foreign exchange market. The elec tric cable aud eteatn have brought the countries of the world so close together that their financial prosperity aud adversity are futert wined, and poverty To Europe could not help but react on us. "While it is true that European holders of our securities have been purling with them, it must not be forgotten that they have been buying them for the last 40 years, and while a great deal oT what they have bought has si uce found Its way back to this conn try Europe still undoubtedly holds a great many of our securities as well as interests In various American in vestments which yield an Income to their holders. This Is an additional Item that has helped to offset the so called international trade balance. It Europe owed us money, it is certain we could not have been exporting gold and at the same time have been drawing long bills of exchange. The balances are custom house b:itinces merely, not actual cash balances." HUMOR OF THE HOUR Tlirj Compromised. A very, very fat man w as he. and when he entered the Chestnut Hill accommodation Sund av night he looked around for a whole seat to himself. The car was nearly tilled, anil the best he could tlo was to share a seat with another passenger. A hasty inventory decided 1.1 in in favor of a very thin young woman, and e.eu then it was a rather tight squeeze. The young woman iu trying to make room for him dropped her handkerchief, which landed on the floor directly between the man's feetHe was a man of such Ealstathau girth as to be totally oblivious of anything beyond the range of his vision, and he could scarcely see over his own chin. The young woman was wedged in so tightly that she could hardly move. "Pardon me.'" she said. "I have dropH-d my handkerchief. " "Where is it?" asked the fat nir.n. "n the floor. Wtwet n your eet." answered the thin young woman. Th? fat man made an effort to look in the direction indicated, but although he crew very red in the face from tht effort he couldn't see !oyond his waist coat buttons. Pina'Iy ho said: "1 gt t off nt Tioga, bo you go farther than that 'Yes. I go to Wayne Junction." she said. "I guess I can get along without it for a while." "Thank yon." said the fist man. greatly relieved. The young woman reeoverrd her property at Tioga, where the fat man extricated himself from the seat- Philadelphia Record.
