In his exile on Devil's Island the letters the captain wrote to and received from his wife were his only comfort and stay. That the Taft commission has decid ed upon comprehensive plans for Improvement and education in the Philip pines is indicated by the fact that a request has been addressed to the educa tional division of the bureau of Imlian affairs for suggestions and the recommendation of competent instructors for the natives, writes the Washington cor respondent of the New York Press. The ijeipiest has raised the question wheth er the solution of the Indian question in the I'nited States by education and assimilation is to lie adopted in tlie Philippines. O ulcers of the Indian office are dis cussing every phase of the subject with a view to giviiiir Intelligent assistance. From the teachers and superintendents of the Indian reservations it is proba ble that several competent employees will be selected to go to the Philippines and engage in the education of the sav age and semisavnge people of the archi pelago. It Is probable, after sending a few of the reservation teachers who have dealt with the lowest type of the Indian to the Philippines for prelimina ry work, that more ambitious work will be attempted. If the policy decided up on by this government toward the Phil ippines will permit nud the future appropriations of congress are sufficiently liberal, something in the way of indus trial education may be attempted in the Philippines like in tire big Indian schools of Pennsylvania, New Mexico and Kansas. Skilled employees of tlie educational division of the bureau of Indian affairs may be -sent to the Philippines in the summer with an idea of investigating conditions there among the island tribes and determining to what extent the Indian system can be applied.
