Tbe assertion Is made that it baa been clearly demonstrated that signalIns can be done under water for a dis tance of ten miles. Plans are now being made to put tbe system into practi cal operation. That tbe Canadian gov ernment bas taken hold of tbe system Is due to Henry Jl. Whitney, brother of tbe former secretary of tbe navy, who Is president of the company controlling tbe Invention and wbo is also president of the Dominion Coal company, the vessels of wbicb are in constant dan ger at the moutb of tbe St. Lawrence river. Signaling bells have been pla.ed in Boston harbor. Tests are being made at Boston almost daily for tbe benefit of persons interested in the invention. Mr. Blount, tbe British consul at Bos ton, early notified bis government about tbe invention. Captain Lewis Bayley. 11. British naval attache. was directed to Investigate It. The scow Sea Bell, on wbicb was the operating apparatus, a few days ago was anchored off WIntbrop bead. A large bell was lowered 20 feet Into tbe water through a well In tbe bottom of tbe scow. Tbe first test was made at a distance or a quarter of a mile Tbe bell was operated from tbe deck of tbe Sea Bell by an electrical machine which controlled tbe tongue of tbe bell. Tbe receiver, with Its VZ "ears, was dropped overboard from a vessel to a depth of about 12 feet. Tbe company then went to tbe pilothouse, and by means of telephone receivers, one placed to each ear, a strong sound as of a bell, somewhat muffled, but still witb a good metallic ring, was beard with distinctness. When all bad been satisfied that the bell could be beard. tbe vessel started to a point about three miles distant. With tbe exception that it lost a trifle of tbe metallic ring the sound was beard even more distinctly tbau when tbe vessel was a quarter of a mile away. At four miles tbe sound came more rapidly and witb tbe same vigor as in tbe previous tests. Those operating tbe bell bad adopted another method of communication, tbe ringing being In strokes of two. It is Its purpose to set out two bells, one off Nabant and tbe other off Minot's ledge. Tbey will be about 11 miles apart and in practical service from buoys field down by moorings. These bells will be connected witb the shore by a short cable from a power house. When tbey are In operation, tbey will ring simultaneously. Vessels coming Into tbe harbor equipped with receivers, it is contended, will bear the sound at least ten miles out from those points. Tbe bells ringing together and beard aboard ship will indicate a direct course to the mouth ot the harbor, even though thick weatbet be on. Should only one bell be heard, tbe pilot seeks a course until he again bears tbe sound of tbe two bells. On tbe ringing of either bell be can determine bis position by tbe use of a chart Tbe bells will be different in tone in order to be recognized. Other nses of this form of submarine signaling, it Is believed, will make it possible for one ship to telegraph to another and thus avoid collisions and also enable lightships to communicate with tbe shore. All of tbe Dominion Coal company vessels will be equipped with receivers, and tests of its practicability will be made. Montreal shipowners have agreed to adopt this service as soon as tbey can obtain bells and receivers.
