Probably that demand was for Republicans. That year, unexpectedly and "unfortunately, the national government was turned over to the tender mercies of the Democracy. Cleveland flatly refused to enforce the Sherman law as his platform demanded. Ills attorney general said It was worthless and could not lie enforced. No Democrat In either branch of congress offered "such further legislation as experience may show to be necessary." Cleveland's annual message In relegated the trust question to the vernl states, as was argued by Vest when he opposed the Sherman law. After the inauguration of McKinley the proHocutions of trusts were nnewed. Not satisfied with the Sherman law. on June 1. 1NS. the Industrial cotn mission was created to devote spoclfc.1 attention to trade combines. Decisions of the federal courts linv? more clearly defined the relation of the trusts, the states, the pjeople and Congress. They hold that Congress Is without )nwer to repress or regu lute combit.es ami monopolies formed ana operating within the state, except as to i:ie carrying on of Interstate commerce. They also say states are powerless to enact uny laws operative beyond their respective bor dcrs, and that no state can exclude from Its territory conniratlons of another state engaged in interstate commerce. Corporations and combinetions of corporations are created b legislation within the several states and Congress has no control over them except where they infringe upon interstate commerce. The constitution gives to Congress the power to control commerce lietween the states, and under the laws enacted by Republicans many trusts have been smashed, but those operating within the states where formed are safe. HroMed Amendment. In his last animal message President McKinley suggested the propriety ot proposing a constitutional amendment, empowering Congress to assume all control and restraint of trade combines. Mr. Itryau earlier in the year hud also made such a suggestion. A resolution to submit such an amend-' meut to the several states was Introduced in the House by the Republl cans, but It reqnfrod a two-thirds vote, which the Republicans did not have. As Mr. Rryan did not order his Democratic and Populist cohorts to vote for it, as he did in case of the peace treaty, the resolution failed. He fight trusts with his month for political purposes. In their fight against this resolution they dug up the old Calhoun doctrine of state rights, and Ieniocrafs embraced the fleshless ca daver. The insincerity of their trust talk appears at every turn.
