WORK OF EAR L LI'S RIVAL

Remarkable Book Written by Prince Chang Chih-Tung-. ENTITLED "CHINA'S ONLY HOPE." The t Ireray Tkiak. Ilia C oaatry honlil Study the tw Order of Tklaara llaa o Sympathy For Hoiera Hook to He rnhliahrd la the tailed Statra. Prince Chanji Chih-Tunj? of China, LI Huns Chang's greatest rival and by many considered the autocrat of In terlor China, has w rltten a remarkable book, which la to apia-ar from the pres of an American publisher, with the Indorsement of his Imperial maj esty K-aus-Su himself. rrinoo Chant; has sent his manuscript to the Unit-d States with the request that it fe printed, says the New York Journal. It was printed in China and has bcon distributed by royal de cree. The volume is entitled 'China's Only Hope." This. In the viceroy's opinion, is that his country should study the new order of thin?8. The oook win h i ne nrst or its kind ever to have emanated from a prince of the Chinese empire and Indorsed with the seal of his imperial majesty. The ideaS the viceroy expresses are remarkable. The translation of the book Into English has Just Ixen completed. A few extracts will show its general character. The viceroy's opinion of International law In the abstract shows what may l- expected of Mm In negotiating with foreign countries. lie says: "There are many who place the most implicit confidence In International law. but these are as stupid as the Individuals who deja-nd on the Disarmament society for jH-ace. If countries are equally matched, then international law is enforced: otherwise, the law is inoTierative. For what has international law to do with fighting Issues when one country Is strong and another weak? We have never heard of international law controlling the Issues of war lx-tween unequal states. Disarmament Is an International Joke and international law a deception." On the other hand. I'rlnce Chang does not express much sympathy with such uprisings as that of the Boxers He says pithily that "the Chinese who create disturbances are lunatics." Yet the prince U lieves that the history of his country, as a whole. Is such as to Justify admiration. He exclaims: "Many of our Chinese no doubt extol foreign learning to the skies and even go so far as to assert that our government and customs do not possess one redeeming feature. Such scoffers we cannot count as human beings. The holy emperors have for more than 2."0 years preserved Intact the laws which relate to the family and the heart and have handed them down to us. The ministers and people daily bask in the smiles of imperial favor and to the present day receive their never failing supplies from our sovereign's bounty. K'xamine the history of China for 2.(MK years back and "then compare It with the western history of r0 years! Does the government of these foreign countries present such a record of generosity, benevolence, loyalty ami honesty as ours?" In I'rlnce Chang's opinion. China's salvation lies In adherence to the prin ciples of Confucius. He says: "The foundations of our state are deep ami durable. I'rtttected by heaven, the superstructure will certainly stand secure! I!ut supposing this nTV surd gossip about the partition cf Chita by Europeans were true and the 'otmtry were cut up. be it ever so exilted and excellent - would foreigners respect the holy doctrines of Confu'iusV Fur from it. The classics of the four philosophers would be thrown out is refuse. I'nd the Confucian cap and row n would nevT more cherish the lope of an ofticial career. Our clvver tcholars would figure as pastors, comit adores and clerks, while the common eople would 1h ret i Hired to pay a poll Store

taa. ana no rtwn i soldier, artisan, underlings and serv ints- Our !i-'iy religion would liieet the s.tuie fare that

Brahmaisism in India, did. Its adher ents would be found skulking away or crouching among the cavernous h:iU. but clinging fast the while to some tattered remnants of the truth! "Buddhism is on its last legs, and Taoism 1 discouraged because its dev ils have leoome irresponsive and inefficacious. If there be a renaissance of Confucianism. China will be brought to order, and Buddhism and Taoism will receive secure protection from the sect of the learned." The viceroy expresses the bitterness China feels over the treatment of her subjects Id the t'ulted States ns follows: "When America was first o;ened up. much dependence was placed on Chinese labor. Now. when that country has liecome rich and prosperous. Chinese laoor is restricted, while that "f other foreigners is allowed." Among other striking passages In this strange volume are the following. "The customs returns for the past few years give th value of our imports at sfi.fKio.tiiio taels and tVe ex ports at 50.ooO.ot") taels. The balance of 30.MNiO taels represents what lias been consumed in smoking the tcrniidous opium pipe. Assuredly it is not foreign intercourse that is ruining China, but this dreadful poison. "If the emperor and officials of our country, who read the newspapers and are exercised thereby, should fear the consequences of inaction and reform, would not this make for China's welfare? Readers of foreign newspapers perceive at once that the Chinese are unmercifully abused. We are compared with drunkards anil rotten stuff. Among the Chinese, then, there is now no lucent ve to thought or action, no Intercourse among the people, and th condition of things has become stag uant and effete. KfTcteiiess has la-go? ten stupidity, and stupidity lethargy Lethargy has produced idleness, an idleness waste. 'H we do not change soon, what wil become of us? European ktiowledg will increase more and more, and Chi nose stupidity will become more detis We shall lie marked as the sure pre; of the west. Foreigners will still tradwith us as before, but China will phi; a losing game and gi t only chaff whi! her competitors garner the wheat, am we shall really, if not openly, becotnthe slaves of westerners. Not only this the foreigners will suck our blood and worse than this, pare the flesh frott our taines. To end the tragedy they wil swallow us down, body ami soul, ai one great mouthful and gloat over the deal!" HARVARD MEN HYPNOTIZED. Yoans Mark'n Weird I'ontn More Than n Match for footballer.. Harvard has met something hardei to tackle than Yale1 nothing less than the person of young William II. Mack. The other day he stood on Soldiers' field, at Cambridge, and successfully defied any one to lift him off his feet. The entire football squad and some 100 students who had come out to se the practice responded with alacrity. I-ittle attention would have Ih-cii paid to the young man had not Jack Me Masters, the football trainer, brought him out to the Held as his protege. "See how easy it is to lift him.'" crieO Jack, and n dozen fine examples of Harvard's brawn and sinew strainer hard, but not one of them couh budge young Mack, says the New Yorl World. Struggle as they might. In coolly kept his feet under onslaught, that would have sent the entire Yah eleven to the infirmary had they re maiucd ns passive ns the young mai did. Finally Captain Daly resolved to sei a good example and make a supcrhu man effort himself. He wound hi arms around Maek's waist and settle himself to heave or else go dowi through the earth. Mack hud the mid die finger of his rigid ha ml light!; against Daly's neck Just back of tin left ear and with his other presse Daly's pulse. Daly heaved and lifted. Every veil dilated, his face grew crimson, and hh great muscles stood out like whip cords. But like a ton of lead st.Mack, Immovable. Suddenly he lifted his hands off the young athlete. lie shot up in the air ns if from a catapult But it was because he was willing, aft er showing his powers. Conch Dib blee tried the game, too. and failed ut terly. Then young Mac!-, took a p-;Ie and placed it vertically. Five young men were invited to push it to the ground.; but. struggle as they might, they seem ?d powerless against the young man. This exhausted Mack, and McMasters made him desist because it was wear ing otit his nervous force. "Well." he observed, "we've got a clew to keep the eleven on its feet this year and stop Its going up in the air. anyway." SALE OF GOODS ABROAD. Some Practical Adilrr to American Manafaetarera.
