STATU RELIEF FOR POOR. At the annual meeting of the state board of commerce yesterday the operations of.couuty and township gov. eminent under the new law were discussed. S-retary IJutler of the state loard of charities read a paper on the subject, from which we make the following extracts: "From the reports made by the trustees, it was learned that during the year 1897, the first in which fairly full returns were received, S2,2:ir persons had received help, at an expense of $;K8,312.07. Duriug the same year Massachusetts, whose Kpulation according to the census of 1S1M), was 4t;,5O0 greater that that of Indiana, aided 30,3(13 ersous at a cot of $125,107.49. Much of the relief given by overseers of the jioor is doubtless bestowed upon needy and worthy iersons; yet one who looks over the reports of the trustees cannot but feel that frequently proper investigation and right decision are not made. "It is Kssible for people to come to expect relief: to dejumd upon the trustee as one to whom they can go for help when their earnings are gone. Mr. IJutler cited a numier of instances of the abuse of public relief giving. One was that of a family who has becu dependent on the township for eleven and one-half years, having in that time received $2,005.54 from the trustee. The family consists of a tnau aged forty, his wife aud seven children, of whom there are two boys, aged respectively twenty and seventeen. They live uion a small rented farm, but nothing is done towa.d making a living. Perhaps the most uuique report received by the board was that of $2.50 for a marriage license. "This law will .be heloful to all the trustees who earnestly desire to be heled. It will assist them to ailminister to better purpose the responsible otlice they hold and at the same time no needy person need suffer. Puzzliug cases will present themselves. They have done so before. If proper study is given and there is a thorough co-operation letween the township overseer of the poor and county officials, each case will receive what it merits, no one will sutler, aud the people will be better served. If nothing more was gained from this law thau what has leen accomplished, it has been worth while. Hut the results that have been achieved before it real'y legan to be operative leal us to l!itve that greater fruitage yet awaits us.

from President Schurman of the Philippine commission flatly contradicting

statements made by Mr. Pettigrew in a speech several days ago, and then
