This is intended not only to obviate the necessity of further investigation, but also to prevent the necessity of lobbying on the part of the management. vk far as the institutions ! have been visited, the committee has been received with the greatest cordiality, and no effort has been made to e nceal anything, bat rather all have seemed glad ; to impart information. The central, northern and eastern hospitals for the insane are crowded, making it impossible to receive all that are rightful applicants There are many applications on the list of all. Sta tistics reveal the deplorable fact that theie are 422 insane people in poor houses, aad nearly fifty in county jails. Fourteen are in cells in state prisons. The governor is empowered by law to transfer such patients from state prisons to asylums when they shall have been tried, but he is prevented by the crowded condition from xeiciing this prerogative. To meet the emergency it if proposed immediately to erect in connection with tome of the state institutions a separate building for the care of the criminal insane. It is hoped that this can be provided before another year. At Ft. Wayne there are 600 feeble-minded children in the home, with 210 ' applications for places in tho home. It will be necessary in order to increase the capacity of that institution, and so increase the capacity of the hospitals for the innane that all those in county jails and poor houses may be accommodated. This is to be done in order that the propagation of feeble-minded and people with insane tendencies and proclivities may be prevented from propagation. It ia estimated that there are now in the county jails and poor houses 900 feeble-minded persons. A state that is paying her debt at the rate ol a million a year and rapidly getting out . - . THtf LOCAL HOSPITAL, In regard to Easthaven, said Mr. Roots, we find absolutely nothing to criticize, in the management, or in the -condition of the patients and property found there. What we say of the northern hospital under Dr. Rodgers, we can truthfully and cheerfully say of the one at Easthaven. The inmates are made comfortable, and their unfortunate condition is alleviated to the greatest possible extent. One thing that has impressed the committee is the humane treatment the patients receive, and the tenderness in their treatment at the hands of the management. The result of this is that about fifty patients are discharged ss cured oach year, and only about five per cent, of those discharged is returned afterward. Undoubtedly the cottage system ia the best and should be continued and carried out, as it furnishes better facilities for classifying the patients and treating tbtm according to their varying needs. The necessity for increased capacity should not interfere with the carrying out ot the cottage idea There are sixteen counties in this district, as follows: Adams, Allen, Blackford, Delaware, Decatur, Franklin, Fayette, Grant, Henry, Madison, Jay.Rush, Randolph, Wayne, Wells and Union. Statistics show that in these sixteen counties there are lo5 patients in the county poor houses and 13 n county jails.. There are , 93 applications for admission to the local asylum. It is proposed to enlarge the northern, central and eastern hospitals. The local, eastern, asks one additional cottage for women, with a capacity of 58; one for men, with Slar capacity; and another for men with 63 capacity. It s proposed 2f to provide a hospital cottage for the men and one for the women. The other members of the committee indorsed what Mr. Roots, as spokesman, had said, and all left this morning for Indianapolis, where the central hospital will be investigated, and where they will remain until tomorrow All are pleasant and business
