The activity of dockyards and arsenals, the mobilization of battleships, cruisers and torpedo boats, and the "stand by" oiders issued to the unemployed personnel, must mean the preparation tor an emergency greater than now stands revealed. At 1.0 time within tne last two years baa the active fleet of the empire been unequal to any demands that could be it bv the first shoes ol a conflict with France single hauded. Under the "two power theory" which has kept England's naval strength superior to that cf any two of the other great sea powers, her fighting squadrons have been more than equal to what France or Russia alone could array. From either she has nothing to fear, nor need her preparations take on auy unwonted activity. If, however, a combination has been formed and the present settlement of the Marchand ques tion is only a preliminary to the re- j opening of the whole Egyptian ques-j tion, in which France is said to have i the snrport cf Russia, or if the claims of Russia iu the east are to be given the active support of France, then the mobilization of men and material may be understood. Within a few years Great Biitain has demonstrated her enormous naval possibilities. The jubilee review was the most marvelous parade of transferable force the world has evor known, aud when the ease with which her late port guard squadron was assembled is remembered the present orders for mobilization must be accepted more as a proof of her immediate readiness than as a measure of her resources. The orders so far given provide for the assemblage at Devonport of Eeven battleships and one cruiser; to supplement these, six 80 knot torpedo boat destroyers are to be commissioned, and all the battleships and cruisers at Portsmouth are taking full crews. This last is so distinctly a war measure that its meaning is most pregnant, aud when its significance is fortified by orders just issued to send home from thechau nel squadron, now at Gibraltar, a large number of the fleet signalmen, little doubt remains that the admiralty is preparing to commission not only many vessels in reserve, but probably tome of the auxiliary cruisers. The dockyards at Portsmouth, Dev onport and Chatham are working day aud night; the Woolwich arsenal is enetgizing its possible output; over time has been ordered on new cruisers, like the Euiona and Andromeda, and at Dover, among other reported places, an experimental mobilization of the de fences has been carried out with mark ed succesa The postponement of naval maneuvers this vear leaves England with a great reserve of coal, aud though many ex erases were offered for this unusual de parture in fleet instruction it is under stood that the authorities have felt that something more real than the maneuvers of A and B sijoadrous might at any mo ment, from complications in the xel low sea and in the Mediterranean, de ( nnd prudence of expenditure in this "life of the ship."
