Her forests alone are estimated to occupy no less than 13,000,000 acres, and are said to be so dense as to be al most impenetrable. Bat perhaps tba mofet extraordinary feature in regard to this general ignorance concerning that island is the lack of exact knowledge of the climate. Pessimists contend that it is in a high d.jnve deadly to the white man, while ; riruists are as strenuous in asserting thar, provided needful pre cautions are tuteu, the air is quite lnbrious. We have always been of the opinion that the climate of the island. at least on the coat and in the low lands during the wet season from May to October, is decidedly unhealthy. Certain it is that its effects on the Spanish soldiery have been most disastrous, al though much of this excessive rate of mortality has been due to the inefficient system of hygiene, to bad diet, nnsnita ble clothing and the carelessness mil versa Hy prevailing among the military authorities with regard to the health of the rank and file of the army. However, there is no evading the fact that the landing of a large body of more or less raw, unacclimatized men in the lowlands of a reputed unhealthy coast at the beginning of the rainy season is an experiment that must from the very nature of things be attended with much risk. Therefore any accurate informa tion on the subject is now apropos. A pamphlet has recently been issued by the weather bureau of the United States department of agriculture, pre pared from information collected by W. F. R. Phillips, in charge of the section of climatology, and which contains in its pages all that is at present known concerning the climates of Cuba and Manila. Air. Phillips says: "Ramon de la Sagra, in his 'Histoire Physique de Cuba, quotes as the earliest record he had consulted a year's observations of the barometer and thermometer made in Havana in 1794. The thermometer readings, however, appeared to be in error from some cause or other not known and were considered too inaccurate to nse. At only one station have systematic meteorolt gical observations been inado and pnbl (shed for any con siderable time, and nhat is at the ob servatory of Belen college, Havana. The climate of the West Indies presents, with respect to both tempera ture and rainfall, considerable varia tions from the generally conceived idea of tropical uniformity. These varia tions are largely if not entirely caused by differences in altitude and position with respect to the prevailing winds oi the zone. " The average annual temperature of Havana, as determined from observations at Eolen college made during the ectunium 1SS9-97 maybe stated in round numbers as 77 degrees l In this deccuninui the highest annual tempera ture was t i.3 dt grees Jr ., and this oc curred unon three occasions, and the lowest auiimtl temperature was 76.1 degrees P., and happened upon only one occasion, showing in the ten years an extreme range in annual averages of but 1. 1 degrees: It would therefore seem jjrobuble that the mean temperature (or the tfecehtiTal' Ter iod 1888-B7 la true average for Havana for any long period. The warmest month at Havana is July, with an average temperature of degrees F. The coldest month is January, with an average temperature of 70. 3 depi'tes F. The highest temperature recorded was 100.0 degrees F. in July, 11)1, and the lowest 49.6 degrees F. in February, 1896. "For Matanzas, on the coast about 50 miles c ast of Havana, there is a record for two years. From this the mean annual temperature at Matanzas appears to be about 78 degrees F. At Santiago it is apparently higher than on the northern and western coasts, and from the meager data available appears to be about 80 degrees F. The relative humidity of the atmos phere appears to be fairly constant, as far as can be determined from the observations available, and averages about 75 per cent of saturation. The absolute humidity is very great. At Havana the average is about 7.5 gmins of vapor t the cubic foot of air. The average rainfall for Havana is about 62 inches for the year. On an average the greatest rainfall occurs in October and the next greatest in June. The description of the rainfall of Cuba virtually resolves itself, so far as present information goes, into that of rainfall at Havana. The number of days opou which rain falls is upon the whole considerable, about one day out of three at Havana. The prevailing winds of the West Indies are the north east trades. The averaae velocity of the wind at Havana is about 7.5 mi lei an hour In climates having such higa temperatures and humidities as shows for the West Indies the velocity of the wind and its constancy are of the great est importance to both comfort and health." The belief is wide spread that the heat and rainfall are in nnite.y greater than in any part of the United Staus, whereas in reality the i average summer temperature of Havana i hut little higher than that of New urieans. while its rainfall is actually less. The climate of the low coast lands of Cuba is that of the torrid rone, and in the rainy seasons doubtless exercises a pernicious effect upon the health of unaccliiuatized white men. I witnessed a pathetic scene at Houston the other night, remarked J. l. ischloss, one of the best known of the corps of New York salesmen who stop at the St Charles in New Orleans, and it is typical of ttiese war times too. The regular train was about ready to pull out of the station and the special carrying the would be soldiers was to follow in ten minutes. I was standing by the side of the platform whsu a fatner, acconipanva ty a detective, came up an 1 inquir-d of the conductor if he had seen anything of two boys, and he gave their description. He dwelt particuterly upon the kind of shirts and the neckties worn by the lads. He said they were barely 18 years old and that they had run away from home and were going to New Orleans to join Hood's iintnuues. The conductor said he had not seen any such boys. "The father and the detective had not been gone five minutes when two youngsters came slipping up from be hind the train and got on the last plat form. They said the 'old man' was after them, but that thev were determined to go and would go whether or ua In an other ten minutes two more boys joined them. The latter two climbed up on top Of the sleeper and lay there for some time. They were afterward put off the tzain, I btdieve, but the first two staid it out. When I saw them, I told them that if they ever hoped to get to New Orleans they had better take off those shirts and the neckties, as the detective was banking everything on the kind of shirt and cravat the boys wore. They shed them like snakes and rolled them op in some paper. The next moruina when we were in Algiers I saw the two lads, and they waved their hands at toe.
