Presidbnt McKin'LBY signed the

Hawaiian annexation resolution at

three minutes after seven o'clock yes

terdsv evenincr with his little stub

pen. That settles it. The government appears to be in

dead earnest about sending Commodore Watson after Camara's fleet. It

is proposed to wipe all Spanish ships from the face of the great deep.

A dispatch from Madrid says a Spanish cabinet minister takes the

view that since the destruction cf her

fleet Spain must continue the war lest 'she should be suspected of cowardice. This is practically the same position occupied by the little bull that undertook to butt a locomotive off of the track.

The intention of the war revenue law with regard to express, telegraph companies &c, should be distinctly denned. If it was the purpose of the government to place the burden on these companies instead of on their patrons it should be borne by them without murmur, and vice versa. The question is not who is most able to pay this tax but whore duty it is to pay it. The companies have an agreement to uniformly require thei- patrons to pay for the stamps placed on

packages and messages. They have the power to enforce this rule in the absence of an official definition of the

law. Such a definition should be cured as soon as possible.

Birth Exceed the Deaths by Seven Nearly All the Deaths Are Either Very Old People or Infants. The mortality report of Dr. Davis, the health officer, for the month of June just ended, is a mute testimonial to the excellent sanitary condition of our city. It further shows that the mortality is where it only should be.

RATTLESNAKES.

They Make Their "pparance In This County O.-.ce More. The deadly and much dreaded rattlesnake has again made his appearance in this county in the past few months, and a numbei have been seen by farmers living in this vicinity. Several days ago Clarence Fonts, who lives on a farm near Oreensfork, killed a goodsized rattler and now has the skin of the reptile as a relic. They have also been seen in the vicinity of Uagerstown, but as far as is known none have been killed except the one mentioned above.

There is conflicting and more or less bewildering news as to the intentions of our land and naval forces with n. ipgai- n he bombardment of. Santiago. Our associate press dispatch yesterday stated that it hid been decided in a war conference not to begin the bombardment immediately. A special from Washington in this morning's Commercial Tribune says: The war department announced shortly after midnight that Admiral Sampson would begin the bombardment of Santiago on Saturday (tomorrow) at noon. He will approach the shore as closely as possible and with his eight, ten and thirteen-inch guns throw shells into the town itself. This is the result of the conference held between Admiral Sampson and Oeneral Shafter yewterday, which was ordered by the President. While the bombardment is going on Shafter will make a land attack. LOCAL NEWS.

It is now pretty definitely known

that the Roberts case, which is brought to remove the guardian reeentlv

placed over Jonathan Roberts, an alleged senile dementia, will not -be

compromised For some time terms of an agreement for compromise have

been drawn up ready to be signed by

the parties interested. When the suit

to remove the guardian was brought?

by Eli Roberts it was at first contested by Henry Roberts (both sons of the aged Jonathan Roberts) because

of questions relative to the estate being

involved. All of these questions had been settled satisfactory to the sons

and the father, and the lueidness of the father, since this discussion came

up, had led them all to be willing to have the guardian moved- All of those

thus concerned had signified that willingness and recognized the injustice

of the first action and it seemed a compromise was about to be effected, when, it is understood, a third factor entered in that bids fair to. spoil the chances of compromise. Mr. Roberts' guardian, holding Mr. Roberts of unsound mind, refuses to be set aside uncontested and has signified his intention of fighting any such action. The guardian holds that if an agreement on the question involved in the compromise were arrived at a legal liability might fall on him. The case, if tried, was to have been tried in Union county this summer, but now it will probably not come np until the September trm of court. The suit to set aside the deed of Eli Riberts to the property on south thirteenth and A streets is still pending.

THE UNOlNO AT BAIUl'IBI

We reproduce today a picture by

Thulstrup from the pages of Harper's

Weekly, which represents the debarka

tion of General Shatter's troops at

Baiqmri. The men were put ashore at an old wooden dock which runs np

out of the shoal water to a short stretch of sandy beach. They fell at

once into marching formation and dis

appeared immediately in the tropical underbrush, so that not more than three or four hundred were in sight at

a time. There was, therefore, no dis

plap on the water front, and the move

ments on the shore presented no indi

cation that thousands of soldiers with their equipments were beginning the

invasion of Cuba. On the water, however, it was quite a different affair. The spectacle recalled the pictures of old marine operations when armed crews in small boats and boarding parties, bristling with muskets and cutlasses, were familiar features of naval warfare. In the offing, steaming slowly to overcome the current, lay the huge transports, their decks crowded with men

eager to exchange the irksome eon

Snement of the troop-ship for the freedom of the camp. Farther out to ea were the convoys, stripped for

action and ready to repel any interfer

ence with the landing, with keen-eyed lookouts in every fighting-top to watch the shore as well as the sea. Between the beach and the transports the water seemed covered with

row-boats and a few steam and electric launches darting here and there, filled

with officers and shouting orderlies,

in the apparent confusion the most perfect order prevailed. The soldiers

were packed in the boats like the proverbial sardines; each man carried his gun and all field accoutrements, and had his blankets slung over his shoulder. The intricate and critical disembarkation was completed without an accident or mistake, and in the evening the flagship signaled to the headquarters' transport, "Admiral Sampson I

congratulates General Shafter."

"The Garfield law, which was passed by the Ohio legislature to prohibit the spending of large sums by rich men for Influencing votes, has not been a glittering success, " said Mr. J. P. ever be seriously interfered with by the Garfield law, for there are plenty of

ways of evading it, just as there is always a way of getting a drink of whisky in a prohibition town. If candidates do not want to perjure themselves, they can always turn money over to agents who will spend it for them, and though they know just for what the money is used they can always shift the responsibility to their friends.
