According to the latest and best in formation from Washington the fol lowine plan has been a 'opted for the capture of Cuba. General Nelson A. Miles before the end of the week will leave Washing ton for the purpose of taking command of the armv of invasion degtined for Cuba. Orders were given yesterday for the mobilization of an army aggregating at least GO.OOO men. It is to be in Cuba witbin ten days. The 18,000 regulars now in Florida will first be sent. They will be fol lowed by Colonel Woods rough riders, who are to sail from Texas. The yel low fever immnces, 10,000 in number, will tollow and detachments of the volunteer army will be dispatched fter the immunes nntil at least 60,000 men are in Cuba. General Miles will command the army in person; with him will be General William K. Shaf ter and General J. F. Wade, who will have charge of the cavalry troops in the field. The American army will tight in conjunction with the insurgent forces. General Miles to take command of both the American and Cuban armies and General Gomez to retain direct control of his own command. The reports received from Gomez during the last forty-eight hours show that gallant old insurrectionist ready nd full of fight, bat anxious for food and ammunition. Daring the last two weeks he has steadily marched from the interior to the place where the Americans will land, and will be on baud when the first detachment beach es its boat on the Cuban shore. The war department has hired twen y-two transports from the Clyde, Cuba Mail Mallory, and Wood line). Military experts here expect that Havana will be taken from the rear in four weeks from today. After the base of supplies at Maritl or some ad jicent point has been established with land and sea fortifications a cordon of troops will be thrown around Havana. The starvi'g Cubans will be fed dur ing every step of advance. Ample notice will be given the aged, the women and children, and they will be zivtn safe conduct to a place of safety The field artillery will be planted at every available spot in the rear of Havana, and General Rlanco's surrender will be demanded. A general engagemant is regarded as improbable, owing to the topography of the country. Several hot f.k;rmishe9 are inevit able, but Blanco, it is believed, unable to receive re-enforcementa or food from the sea, and powerless to with draw from the city or obtain supplies from the interior, will surrender afte a short siego. A force of 10,000 will be landed in the rear of Santiago De" Cuba, and in conjunction with General Calixto Gar 3ia will press upon Santiago, in the same manner that the American army and Gomez will upon Havana. It is dated Santa Cruz, Cal., May 3, '03: It does not seem as if this war be longs to us, and when I look at the war ne s ic the papers it seems as f it all belongs to somebody else, and not to our own blessed L nited States Yet I think we are right, and chat tht Spanish needed a thrashing, and 1 hope they will have good cause to remember with sorrow and shame what great crime they committed when they destroyed the .Maine. The watchword here, as it seems to be everywhere, is "Remember the Maine." So I do not think the peace element is very aggressive. One of our minister: preached on the subject and called it a holy war, and lauded America to the skies for at last going icto it. Of course we knew what it was for we know very well the difference in the feeling of a Leavy earthquake and heavv explosion, no we new out on the portico roof where we could 6e the Santa Lorenzo canoe, and just above the f jot hills we saw the omi nous black cloud, rising and spreading like a great umbrella, about four miles away. Then came another shock with its cloud, then another, both lighter than the first, and about twenty min utes later another heavy one. By this (im the f rests around the mills were ablaze, and an immense volume of smoke was pouring out to the ocean Pieces of the mills and branches and twi?s of the neighboring trees were picked up in abundance in our streets and in our own yard there were plenty of them, small, of course, and burn d and charred. Then the rumor came that the big magazine was in dang r, and for our citizens to look out for a frightful explosion, and to keep away from brick buildings. But happily, it was untrue, and soon it was safe enough for hundreds of men to fight the fires on the surrounding hills inn teen bodies were round, or rather, the charred and mangled mem ber of thirteen men, parts here and there, and only one was identified be vond all doubt, lie was killed away from the mills by a flying rock or mis sile of that kind. There will forever be an unhappy mystery about this affair, for only ten men are missing from the roll and from the town, and who the those strangers are no one can tell. In all probability they were seeking work or were tramps who had wandered in from cariosity. The San Francisco papers are making a great spread about it, declaring that the men were Spanish spies who were "hoist with their own petard." We of Santa Cruz do not believe as vet in the spies, and there has been at no time the intense excitement that we are credited with, since that first sad eyening a week ago. The coroner's inquest goes on today. What they will prove no one can tell. But some are trying hard to work up the Spanish spy theory. I think the works should have a United States guard, because they are important to the government now. How ti Look Gcod. The war has knocked the Maine fish ing industry out completely so far as the offshore fleet is concerned, for none of the Grand bankers will dare to go to sea, that fishing ground being the moat crowded part of the Atlantic and con sequently most likely to be watched by the Spanish privateers. Bucksport, Port land, Boothbay. Rockland, Lamoine aud other places along the coast have large capital invented in the banks fish eries, aud the loss of this season's trips will be disastrous to owners and men alike. Even the lobster smack men are alarmed, and the fishing this year will be coufined to shore waters. It is expect ed that the prices of fish will be very high for a year or more. The people engaged in the fisheries are hoping that when the war is over und Cuba shall have become a free conn try there will be free trade between that rich island and the United States, for it would mean brisk business and big money for them. At present most of the dry and pickled fish sent to Cu ra, which is a great consumer, comes from the British maritime provinces and much of the trade is done in Span Lsh vessels. New ork Suu.
