According to international law all vessels of belligerents must get out of neutral harbors within twenty-four hours after war baa been declared. As the Albany and Somers were not in condition to leave the English harbors within the legal limit there was cothiog for the Eng!Ub government to do but to compel then to remain. They will probably not be allowed to leave during the present war.

-Tvasmngton is believed to be this gov

ernment's plan for the relief and freeing of Cuba: The President and Secretary Alger have decided upon the first order for troops to move on to Cuba. Five thousand men of the regular army now at Tampa have been selected for this work, and they will go

" to the island and establish a base of supplies. The command will be composed of 4,000 infantry and 1,000 cavalry and artillery. The navy department has arranged a transport to take them to one of the ports on the southern coast of the island, tnd their departure will take place-this week. The point of landing will be some place which can be well fortified, and will be used as a

base of supplies, not only for our naval forces, but to feed the Cubans and aid the Cuban army Supp ies for the Cubans will be sent to this point for distribution after the

graduation day instead of the delivery of orations by clas members as has been the custom. Ths privilege was given for this year's ciass. and is not to be regarded as a precedent for any futnre class. The members of the 'OS's are to select their speaker, both speaker aad theme being subject to the approval or disapproval of the faculty and school board. The commencement will take place on June 17. Milton. The High school commencement Friday at Kinsey's ball was a source of attraction to many of our people. The stage was beautifully decorated, walls being formed of lace curtains at the top of which hung in graceful festoons the class colors, royal purple and pink. ' A bank of plants surmounted by a pretty palm, formed the back ground. The members of the class all did well, both in the composition and delivery of their orations. Their costumes were becoming, the young ladies wearing dainty white gowns, lhe topics of the orations were: "Progress of the Nineteenth Century," Frark Miller; "The Unit of S jeiety," Alice Beeson; "The Spirit of Freedom, Albert Newman; "Power of Silence, Elizabeth Morris. The diplomas were presented by Sunt. Baldwin in a neat speech. R'iV. Hyde offered the invocation an ' Rev. Hall the benediction The music by Runge's orchestra proved quite satisfactory. Among those from a distance attending the commencement were: M i88es Kiessler and Miller, Brookville; Misses Broaddus and Martin, Connersville; Mrs. Clouds, Centerville; Miss Iva Grigsby, Eaton; Miss Amelia Miller, Irvington; Miss Fettie Crawford, Bentonville. Jim Sipple, a Milton boy who re cently completed a time in the regular army, re enlisted and is encamped at Chickamauga Park. John Baker is at Indianapolis this week. Dav'd Pa'ker and wife on Sunday entertained for dinner Elder and Mrs. Hall, H. C. Elwell and wife and C. II. Callaway. A lar;e number of new wheels have been sold here this season. Mis Ina Williams' home was the scene of the alumni social and reception of new members Saturday night. There was music and recitations. Light refreshments were served and earnations the favors. tow tw Armt I tr Comfort and th SaTina; of Labor. The idval kitchen is large, with aigt reiliujrs and wide, rixiuiy shelves sliui hi by doisrs, eays the New York Leeiger. These may be either finished with glas or wooden dmrs, as the situation seems to demand. One of the most important of improvements is a hood over tb.2 kitebfu raugu. with a ventilator auJ fluo through which the heat esoapas. This flue may run with the chimney either inside or out, the former beiug much better because the chimney, being filial with bot air, raises the temperature ct the ventilating flue and creates a mnch stronger draft than could otherwise be obtained. Ttere is nothing to be gained by building a small au.I . inconvenient kitchen. The only excuse for this is where one uses the kitchen and range for nothing but cooking and has all ot the istry and preparation of food attended to iu an adjoining apartment. One woman has solved l-ie problem cf kitchen convenience by having this apartment divided into three sections by sliding doors. When the doors are all rolled back, there is a room about 15 by IS feet. When the doors are closed, there is the kitchen proper with tht range, a pastry room and places for getting all food products in readiness, with the third section devoted to serving, and containing all appliances for dishwashing and such operations. In exceedingly warm weather she finds it more desirable to get away from the range as fai as possible. In winter the doors are rarely drawn except on clearing up days, when the dust of the range might be distributed through the other portions of the kitchen.

It is understood that arrangements h-tve teen completed for establishing communication between such a base of supplies and General Gomez's army, which is being concentrated for the purpose of forming a junction. The hour of the departure of troops from

lamps will be determined only by the question of how fast it is possible to

get trie o.wuu men on transports and put them under a naval escort. A large quantity of military supplies and provisions for feeding the destitute within reach of and under the protec tion of the invading army and the

army of Gomel, will be transported to the point selected as the base of supplies in Cuba It is felt that a force of 5,000 men will be amply able to establish the base of supplies and to protect it from any force the Spanish

could send against it. As soon as the force has landed the way will be open to pour into the island all the supplies and munitions of war that can possibly be needed.
