A bill introduced in the House of Representatives by Mr, Brower, of North Carolina, is likely to be the first measure upon which there will be an issua between the free tradere and the protectionists in thia Congress. It pro vides for the repeal of the tax on tobaooo. Mr. Brower is a Republican, but he voted for the Mills bill, solely on the ground that it reduced the in ternal revenue taxes. He says the one fiscal measure the people of his State ' want is the remission of these taxes, and he olaims that six members irom North Carolina, eight from Virginia, three Irom Tennessee and two from South Carolina will vote with him in favor of this bill. He does not know to what extent the Senate bill will figure as a basis, but says that, so far a he is conoerned, it ought to figure very largely. He thinks, however, tbat there will have to be some more hearings of manufacturers and producers of raw materials, and that it will take probably a couple of months to produoe a measure. 1HI Congressional session is young yet, but already several measures have been introduced looking to a more thor ough and eSeotive regulating of immi ration. It is commonly believed that this Coogresi, with a Republican major ity in both branohes and a Republican President, will take decisive action upon this important subject. Representative Brewer, of Miohigan, propoaea that a special commission on immigration be created. Exhaustive investigation was oonduoted by the Ford committee during the last Congress. Senator Mitchell presents a bill containing some rather radical suggestions, one of which provides that no foreigner shall be reoeived by the United States unless he has a written consent to emigrate granted by his home government. It is obvious that Germany, for instance, would not be at all likely to grant such pasiporta to its really useful and valuable sabjeots, and of immigrants of the other kiad we are obtaining far too many already. Senator Hale, of Maine, has an immigration bill which possesses many exoeiient features. We are kept in liberty aa to our thoughts and affections at ail times, and so are able to be good or bad. Just as we choose; and yet whether we are good or evil, selfish or unselfith. the Lord canaea us to cerform aome use, and brines food out of our actions, whether wa intend it or not. We can aee how essential it is that we should aet in freedom it we ar to be men. The hearty, affectionate f eelings between two good friends arises largely from the ftot that their affection towards eaoh other is mutually spon taneous. It thia spontaneity were taken awav and their affection towards each other became a matter of oompuUion.it would by that very aot cease to be. lne Lord desires us to love Him freely of ourselves, and therefore He so carefully keeps us in equilibrium, that our aneotiona and thoughts may be our own, and not forced upon us. It was to conserve this purpose that the incarnation took p'aoe, that men might not be overm helmed in their internal lite by evil spirits, and thus their afiaotions pre vented irom going out treely to the Heavenly Father and to all that is good. For a similar reason we may be sure that the Lord will not overwhelm us with the lite of heaven, but will always keep us in that freedom in which we shall have the power of treely turning to heavenly things if we will, or to opposite things it we choose. But how is it that the Lord causes the wrath of man to praise him? Evidently through the wisdom of His over ruliar proyidenoe, last as He ctuies all things to work together tor good towards those who love God. The world is full of evil and full of evil men, and it is the very tendency of all things evil to attack and endeavor to destroy whatever is good N it only that, but we believe that the inflcienoe of hell surges into contact with the hearts of men into contact with our affections and thoughts and we know that the spirit o? hell is in fieroe antagonism to all that is good in us. Yet we are told that the power ot evil shall not harm ui it we look to the Lord. Yes, we are taught more than this, we are taught that the wrath of man shall praise G)d; that is, that under the Lord's over-ruling providence evil is compelled to be ot use. Let us see if we oan understand this, and how it is brought about. la the dootrines of the New Church we are taught that the Lord makes use of evil in three ways: tor q liiibrium, for contrast and tor purification. Before considering these in detail, we wish to say that while the Lord oompels evil to be ot me, he did not originate evil for the sake ot making it ot use, nor was it his desire that evil should come into existence. Man originated evil, not God. But our anoestors having done this, the Lord in his divine wisdom overruled this evil tor good. Men were kept is states of equilibrium before the hells oame into existence, but it was a state of heavenly eq liiibrium, that in which the angels are. Bat now that there is suoh a thing as evil, it is by means ot tbis that men are now kept in fq liiibrium. That is, we are kept by the I Lord in an eq it distance between heaven and hell, and there, is no more I pnlnon iros ths one side then from afa otaar, o - that tne - determining whether we will tarn to wnat is good or to what is evil is striotly and entirely with us. W e can thus see how the hell are compelled to perform a very import ant use, they being placed in such op position to heaven as to cause the hu man raoe, whioh is midway between, to be in peri ict equilibrium, and thus la freedom. It the human raoe were not in cq tili brium.we should oease to be free mora ssents. and thus all our acts would oease to have any moral character. I the lord were to permit hell to so surge up as to engult the human raoe, we should be swallowed up in evil. As showing tbat this is never permitted by the Lord, the latter portion of this verse in the Psnlmi reads: ''The remainder ot wrath shalt thou restrain." Thi the Lord always does, being careful to keep eaoh one ot us in perfect balance between heaven and hell, so that the entire responsibility ot our notions is with. us. it, on tne otner nana, cell were so suppressed bv the Lord that it ceased to have aay lcflienoe upon the human raoe, unless He took some other means ot preserving man's tq liiibrium, we should then be compelled to be auto matioally good, and our good affections thoughts and acts would eease to have any moral charaoter to them. We can thus see how essential it is that we be kept in cq liiibrium, and what a rreat use the powers ot evil are compelled to subserve in aidms: to accomplish this. It is true that when we come to years of rationality we msy make evil our own and confirm ourselves in it, and thus identify ourselves with what is evil, but even then tne divine wisdom ot the Lord keeps us in a kind of equilibrium or at least in euon a state tbat we msy be regenerated it at any time before we die we so desire. Our understandics: and thoughts are kept free even after our aiteotions and will are deeply im mersed in evil. The second way in which evil is com pelled to be of use is by contrast. Hoi J .. . l a . a - a aa we Know wnen a tmng is rood, or that it ta good? Simply by contrasting it with something opposite. A thine is hite in contradistinction with some thing which is black. Another thine is sweet in eontrsst with something else that is bitter or sour. e oontrast be mg happy with being miserable, and so do we contrast good with evil. In heaven there is no evil, and yet it is necessary that there should be a con trast even there, and so we are taught tnat tnere tne oontrast is between a higher and a lower good. But with us the contrast is directly between what la good and what is evil, and in furnishing tne means ior mil contrast, evil is oompelled to be of use. A father and son in passing abeg the street may notice a poor drunkard in tattered clothes and with bloated lace and trembling bands, and the drunkard is compelled to be an object lesson by which the father oan teach hia son to sbun the use of intoxicating liq iors L 1 , . , , Acuons peas: icuaer man words, and a man's it fl lence depends principally upon what he is. We are each ot us walking GDieot lessons to alt wno msy know us or come in contract with us. . The very faot that there are good men and bad men in the world makes a contrast, and this can not but be noticed by all those who are young, who are fust coming into their yesrs of rationality, and the seeing of such oontrasta deeply influences them. We endeavor to hold bp to our children the example ot treat and good men as patterns to them. The shipwrecks ot other men's lives are brought to their notice, that they may be warned thereby. All writers see the power ot contrasts, and in almost every novel you have aot only a hero and heroine, but also a villain. Shakespeare frequently brought out the great lesson

that evil aay be made to serve a good end. The last and most apparent naa whioh evil is compelled to perform is that ot purification. Thia third division ia properly subdivided into two heads direct temptation and fermentation.

Evil come into direot combat with us and this we call temptation. There are inelinations in our ejections toward wbat is evil, and evil fhwa into these inclinations, endeavorine to excite tbem and so cause us to do evil to hate, to cheat or take undue advantage of an other, to want to rule over otners or iclure them, or any other ot the thousrnd evils to whioh the human heart ia Drone. It mav seem stranee to you that it is good for us to come into states ot temptation, and yet thia ia true. It ia by this mtaus that we are established ia a eood life. It ia when we are in tempta tion that we turn to the Lord and look to Him for strength, and when we do this we are conjoined to Him. Ail things work together tor good towards those who are tryine to do right and are strussline alone the narrow road to heaven, and it we are among these it is a blessing to us that at times we have to combat aeainst evil. As we overcome in temptation our evils are subdued and we oome into a heavenly state ot me. It is true wa are taught to pray to our Heavenly Father, "Lead us not into temptation." but by this we mean that we are not to be eager to oome into con tact with evil, tor we might be tempted to fight in our strength ; but we should leave all things to the Lord, who know eth best what temptations it is necessary for us to eo through in order to combat the particular evils or tendencies to evil in our own heart; and tie temperetn the wind to the shorn lamb, and it we put ourselves entirely into his keeping He will only permit evil to ocme in contact with us as we are able to bear the combat and as it is necessary tor our advancement in spiritual life. With many ot us who are traveling heavenward it would not do to bring us into aeep, desperate temptations, tor we should be swept away by them into horrible evils For this reason most Christians oannot be let into deep temp tations until they leave this world and enter the world ot spirits, and there they oome into states of vastation which searoh their inmost intentions and afiaotions. and by this means they see and acknowledge every evil in their hearts, and repent themselves of them and reject them. It is only then that thev are prepared tor heaven Evil also performs a use in our spirit ml purification by what is known in our doctrines as lermentationa. Many of us may think we have been advancing in our heavenly lite in a satisfactory way, when in fact there was some deep ly grounded evil enaction in our hearts oi whioh we were entirely unaware. The only way that this evil oan be brought, to the surface so that we oan be made oonsoious ot it and see it in its true charaoter, is by the Lord a permit ting the sphere ot hell so to flsw into our affections that this evil will become intensified, and thus aotive. It we are Christians we shall then be properly horrified at peroeiying suoh evils in our souls, ana will earnestly oomoat them If there were no evil in our hearts, or inclinations to evil, the sphere ot hell oould have no ioflienoe upon us, for it would find nothing oongenial into whioh ltloould fl jw. But whilelour regenera tion is progressing there are numberless evils in our hearts, and it is tor the very purpose ot bringing us outot these evil that the Lord permits tbe cells to oome into oontaot with us that they may be made manifest. Yes. more than this, All thoae that are evil not only 'ir ud thm raaaunma avila is aa. buttasy bwmly oom bat against whatever ia Kood in us : and it we on our part promptly rise up and give battle, we not only in oon quering subdue turther evils in our selves, but we also quicken and oocfirm what is good in us; tbat is, supposing ot oourse that we fight in the strength ot the Lord, It was by temptation combats that our Lord's glorification took place, and it is thus that our regen eration advances. Now the sphere of evil, that is, of hell, may be brought Snto contact with ui either through an internal inflienoe direct from the hells.or by our coming into oontaot with evil men around us, or even by coming into oontaot with the evil whioh still remains in the hearts ot our fellow christians. In fact, some of our greatest temptations and irritations oome from this 'last mentioned cause. With all good people there is generally some remnant ot evil, frequently taking the form ot spiritual self-oonsoiousness. either that ot spiritual pride, or some times even an undue humility. As we start out in our christian life we quite readily throw on gross external evils. but there are many shsdes ot interior evils, many of them almost intangible. and these are only overojme with the greatest difficulty. In faot, if the Lord did not from the very goodness ot his heart and irom his great love tor us and oonoern for our eternal happiness per mt evil spirits to fiercely attack u and inflsme these evils, we should know nothing of them at all. But the Lord will not forsake us for an instant, but when necesssry will put us into the fieroe fires ot temptation, even as tbe rehoer again and again re turns the gold into the furnaces until it is entirely purified, and he can see his face in its clear surface as in a mirror, So the Lord will permit us to oome into temptation until there is nothing opposing to his divine life in us. When the last evil in our hearts, however in terior it may be. is overcome and sub auea, toen temptations cease, and we oome into a deep interior state ot peace l a . a and innocence. In bringing about this state in our hearta the Lord has oom pelled the powers ot evil to be ot great use to us. And what may be true ot each one ot us is true ot his whole church, so we see that the words ot the psalmist are profoundly true: "Surely the wrath ot man shall praise thee: the remainder ot wrath shalt thou restrain She Waa Completely t ared.
