Deo. 14 Qenersl Browne, ot Indiana, who was s mem ber ot the Committee on Ways and Means in the last three Congresses, and who woald have been next to Chairman MoKinley on the oommittee in this Congress had he not requested Speaker Reed to plaee him upon some other committee, owing to the delicate ooadi tion ot his health, will, upon the first sail of the House tor the intro daotion of measures, introdaoe s bill whioh will oarry eager s long way toward the tree list. He says he would favor the pissing of sacar on the tree list direotly it it were not for the faot that in seetions of the eoantry et torts sr being made to cultivate sugar whioh should be encouraged by the government. 11 is bill will anticipate the collection ot s revenue sufficiently largo to pay s liberal bounty upon does eatio sugar. The duty now eolleoted upon domestio sugar is equivalent to 78 per oent. sd valorem. The oommittee on wsys snd mesns may be inclined to hold the bill baok for its general tariff measure, but it may be reported by House resolution during report st sa esrly date, snd before the tariff bill is produoed. It the proposition to reduce the tariff, and the soheme to abolish the tobaooo tax snd the tax upon aloohol to be used in the arts is eueeeestul, there ean be no inorease ot the tree list or other reduotions upon our customs duties, beoause we ean not bear s reduction ot more thsn $70,000,000 s yesr on our inoomes, snd the tobacco tax snd the rednotion on sugar will bring about s deorease ot betweensixty five snd seventy millions ot dollars. 1 understand the House will take as s bssis of operation the bill adopted by the Senate two years ago. provided the epeoifio bill afleoting sugar snd the move to sbolish the tobaooo tax are not suoeeesful in sdvanoe ot the general tariff bill. The proposition advaneed by Senator Sherman last Tuesday, that the Senate finsaoe oommittee take up immediately the consideration ot the tariff question so as to prepare the matter, whioh will be needed when the House shall have passed s bill snd sent it to the Senate, does not meet with muoh favor. The enormous amount ot testimony wkioh the Senate oommittee took st its last session is still on the committee's hands, sad s special order will be needed tor its publication. It is not likely many oopies will be printed, ss the demand tor it has almost ceased. Sueh portions ot the testimony as were espeeislly interesting or important were published from time to lime last yesr sad distributed tor campaign purposes. The members ot the Senate oommittee, wita the exosption ot Mr. Sherman, are ot anxious to obtain any more testimony, besides it is altogether likely thst Senator Allison, who will be the chairman ot the sub oommittee having the tariff ia charge, will spend s greet deal ot time ia the near future ia Iowa looting after his re election. Two revenue propositions will be Isid before the House in the near future whioh, it adopted, will settle the tariff question without mueh more ado. Ths first will be presented to the House by General Browne, ot Indiana, in the tons ot s bill redueing or abolishing entirely the duty oa sugar. If the desijrner of one of the larsre theatrical posters that adorned a cer tain hig-h board fence on La Salle street lately could have seen an act that was witnessed bv a number of people he would hare been puffed up with pride. It was one of those wild. tempestuous sea scenes and it attracted the notice of a newsboy who was passing1. Full of life and frolic, he took up a position on the curbstone and surveyed the raging waters. He had a companion who was waiting for him down the walk, but the lad, it seemed, had no idea of hurrying-. He had in all probability read dime novels and had strong desires to play the part of a hero. Doubtless in the flood before him was some fair maiden clinging to a broken mast or piece of 13 oa tang wreck and he was going to save cer or pensn in the attempt. Whatever his idea, he put his hands over nis head as a dot does when pre paring to make a dive, and rushed forward as if in reality he was going to make a plunge. The little fellow miscalculated the distance and banged hard against the boards of the fence. They were sprung to some extent, and, giving as he went against them. swung back, throwing the lad out to the edge of the walk again, where he fell into a puddle of real water that had accumulated on the walk.
