For this purpose the bill appropriates the sum on $5 000.000. It is fashionable to make f aoea and sneer at our American navy. A lot of wits have eraoked jokes at every slight disaster to a naval vessel, and attempted to give expression to the thought that eur naval effioers were a lot of incompetents. But suoh disasters have ooeurred to the best navies of other lands. The Osnaaa navy the past year has beea a heavy sufferer. Even the boasted English navy has had one disaster fol lowing: another. Within twelve months the Aasotv. lean, Amphion, Sultan, Turquoia aad LUy, of the British navy, have rone ashore. A more gratuitous insult oould not have been hurled at those whose courtesy he waa enjoying, or a viler aspersion oast upon the manhood ot the thousands of waee camera in the Bay State. Mr. Cleveland undoubtedly feela that the Hill partisans sold him out in New lork last fall; but it thia is the case why doea he go to a State always noted tor fair elections to rebuke New York Democrats? Would it not be muoh better tor him to devote himself to enlisting Democrats in the New York Legislature to vote for the bill for ballot return., whioh Governor Hill has twise vetoed? Why does he go to Massachusetts to preach repentanoe to the Republican righteous when at home Deoaooratio ainneis are periahing? The granite ot New England ia butter oomrared with that adamantine and boundless cheek whioh enables him to denouooe crimes against suffrage. He knows, if he knows anything, thst the suffrage ot the Consti tntion. and whioh ia the oorner-stone ot popular government, was obliterated twelve years ago in the South by a eon apiracy ot Demooratio leaders that no suoh thing as a tree eleotion and a fair count has been known in six Southern States tor years, because ot Demooratio intimidation, fraud and outrage. If MrCleveland is an earneat ballot reformer, why doea he not make a tour of the South where hia politioal brethren openly boast that the votes of a million freeman shall not be counted as the evangel ot tree suffrage and honest counting?
