The Doctors Disagree.

Neither a city nor a state is liable at comuiou law for properly (destroyed by a nuib, though n legislature may subsequently recognize such liability and provide by special legislation fur the assessment and payment of damages. This was done by the state of Maryland in the case of Hon. Reve dy Johnson, whose house, with all its contents, including the rtioH valuable Jaw library in,the stale, was ouce destroyed by a mob.
