The State Government
Hon. John E. Neff, secretary of State, has finished hie annual report for the fiscal year ending October 81. In that period he has issued and attested 4 proclamations, 41 warrants, 80 requisitions, 52 pardons, 4 commutations, 30 remissions, 51 swamp land end 18 university land patents, commissions to 46 commissioners of deeds, T2O notaries public, 1,408 jnsticee of the peace, 440 county officers, ffi state and judicial officers. One hundred and two instruments creating corporations were filed with him in the same time. The report includes a list of all the state and county officers, also a tabular statement of the vote cftfij at the state and presidential elections, and a statement of the redemption of one hundred and sixty-two internal improvement bonds, leaving twentynine outstanding. Of the lands directed to be sold by the act of March 11, 1875, no sales have been made since lhe last report. The appraisement has been completed, and the land will be disposed of as soon as possible. The secretary suggests the necessity of some provision being made to procure the original records or duplicate copies of the pateutiunade by the trustees of the Wabash ahd Erie canal of the land conveyed to them by the State; also copied ot all patents issued by the general government to the state for the Wabash and Erie canal lands. A statement of the operations of the board of public printing and stationery during thesikteen mouths of its existence shows the disbursements to have been *15,169.05 — *1,287.48 on accouut ot statiouery and *13,881.57 on account of printing. In the eleven years preceding the average expenses ot this de partment aggregated *58.000 per annum. Mr. Neff closes his report with recommendations that the printing, indexing and proof read,* mg ot the House and Senate journals he done undbr bis supervision; that some provision be made for the recording of all articles of association and certificates of incorporation; that a bureau of statistics be established in connection with the office.
