Tbe whole to, be completed in a substantial and work- . man-like manner, and to the acceptance of this board, and paid for when so completed aud accepted. To be completed at a. time,, agreed upon by the board and the contractor, when the contract shall be awarded. The board reserve the tight to rqject any and all propositions.
