EPITOME OF THE WEEK.

Condensed from Telegrams of Accompanying Bates. Saturday, December 13.—A cable telegram says that, as Baron Reuter has not begun Internal Improvements in Persia within the time fixed, the Shah has declared the contract void... .The island of Sainte Marguerite, off Cannes,has been selected as the place of confinement for Marshal Bazaine. In a letter to his counsel the Marshal says he “should not appeal against the sentence, hot wishing to prolong in the eyes of the world the spectacle of such a painful struggle. My conscience reproaches me with nothing. I confidently await the justification which will come with the lapse of time and the subsidence of party passions.” .. ...Another death from the administration of mixed chloroform and ether has recently occurred in Boston, and the Dental Society of that city has resolved that the use of chloroform in dental operations is not advisable... .The Illinois State Grange at its recent session adopted a series of resolutions—advising their brethren not to deal with the combination of plow-makers, embracing some twenty firmsT wETch, a short” time ago, decided to sell to Grangers at nothing less than retail prices: expressing the belief that the educational influence of the Grange is its most valuable feature by inculcating in the minds Of members the rights and duties of citizenship; condemning the “salary grub”; requesting the Legislature not to meddle with the present Temperance law of the State; affirming the right of Congress to regulate inter-State commerce, and calling on Congress to exercise that right; declaring that the General Government should open nil the natural water channels at its own expense, but that railroads should be built witTi private capital under restrictive charters, condemning the present Civil-Service of the country' as dangerous to the integrity and perpetuity of republican institutions, etc. Sunday,December 14.—A Berlin special dispatch says the commander of one-of the German vessels that were seized by a Spanish man-of-war in the Sooloo Archipelago and carried to Manila, writes home that himself and the crew were scut to prison and kept there for two months, receiving very harsh treatment at the handrof the Spanish officials. The dispatch also says that the public feeling in Germany was much excited over the seizure of the vessels, and that the fullest satisfaction for the insult to the German flag was demanded... .On the night of the I:2th several hundred men marched, cheering and shouting, to the Plaza de Armes, in Havana, and, gathering in front of the Cap-tain-General’s palace, gave noisy expression to their dissatisfaction at the departure of the Virginius, and their disapproval of the course of the prominent persons who favored the delivery of the vessel. The crowd lingered around tire palaee till midnight, when Captain-General Jovcllar addressed them, and prevailed upon them to go to their homes... .Samuel Nelson, ex-Judge of the United States Supremo Court, died suddenly last evening, of apoplexy, while sitting in his chair, at his residence in Cooperstown, N. Y.... Donald McKay, an employe Tn the office of the Clerk of the Criminal Court of Chicago, has been convicted of issuing fraudulent naturalization papers, and sentenced to three years’ -imprisonment in the Penitentiary.... Recent intelligence from the Saginaw Bay is to the effect that the steamer City es Detroit had foundered and that all on board were probably lost. Her officers and crew numbered twenty persons. There were no passengers onboard, so far as known.... At a meeting in Cincinnati last evening of about four hundred workingmen, resolutions were passed that any government should be overthrown that failed to furnish employment to its poor citizens, and demanding work or a remission of rents till April.... The lowa State Grange has decided to hold the next meeting at Des Moines. Resolutions were adopted on the 18th, setting forth that Congress has the right to regulate freights and tariffs; in favor of abolishing the office of County Superintendent ; remitting State dues of Granges within tho limits of the grasshopper plague; fixing the salary of the Master at $1,200 a year and expenses; and appointing a relief committee to aid the Northwest sufferers. Monday, December 15.—The steamer Virginius and her surviving passengers have been sent from Havana to Bahia Honda, a harbor on the northern coast of Cuba, about sixty miles southwest of Havana, where the surrender is to take place. Havana is tranquil. The ring-leaders of the demonstration on the night of the 13th have been an-ested, and will be tried by court-martial... .It is stated that trustworthy information has been received in Washington showing that the Spanish Government is procuring perjured affidavits, in New York, to prove that the Virginius was a Cuban vessel, and her crew enlisted Cuban sailors... David A. Gage, late City Treasurer of Chicago, is reported a defaulter to the amount of between $300,000 and $300,000.... Victoria C. Woodhull has been arrested in Jackson, Michigan, on the charge of selling obscene literature.... A Columbia (8. C.) dispatch says the father and mother of the Bender family, the discovery of whose systematic and horrible crimes in Kansas sent a shudder through the entire country in May last, have been arrested At Bivingsvllle, in that (State. A son and daughter, living in North Carolina, arc being sought after.. ..Professor Agassiz died at his residence in Cambridge, Mass., last evening. He was sixty-six years of age. ....A Washington dispatch says the President has received the resignation of Minister Sickles, but declines to accept it..*..Rev. Dr. C. E. Cheney, of Christ Church, Chicago, has been formally consecrated Missionary Bishop ■ of the Northwest of the newly-orgnnized “Reformed Episcopal Church.” Bishop Cummin* officiated on the occasion. Tuesday, December 16.—A petition, containing 120,000 signatures, for the restoration Of the Monarchy has been presented in the French Assembly.... Announcement is made of the death of Elizabeth, Queen Dowager of Prussia.... The bombardment of Cartagena has been again opened with increased vigor.... Dr. C. Schenck has beep elected President, and Dr. E. W. Eltie, VicePresident, of the Swiss Confederation.... The vacancy in the Illinois State Board of Railroad and Warehouse CbmmUsioners, occasioned by the death of Colonel Cook, has been filled by the appointment of Judge James Steele, of Edgar County.-... The United States Supremo Court at Washington has sustained the right of the State of Nebraska to tax the property of the Union Pacific Rati way within

the boundaries of said State.... The lowa State Grange has ‘ adjourned to meet at Des Moines on the second Thursday in next December. Before adjournment several resolutions in favor of various transportation schemes were adopted, .among them one for a double track freight railway from Council Bluffs directly through on the shortest line to Norfolk, Va. ’ Wednesday, December 17.—A frightful hurricane in the north of England and m Scotland has done much damage to property in Sheffield, Halifax, Nottingham, Leeds, Glasgow, and other cities. Sheffield is said to look as if it had been bombarded. Many people were killed, and many more seriously, and some fatally wounded.. ..In an official call upon United States Minister Sickles at Madrid, on the 16th, President Castelar made formal announcement of the surrender of the Virginius and the remaining prisoners. It is said the utmost cordiality was shown on both sides.... The so-called Cuban House of Representatives have formally deposed Cespedes from the Presidency, with the design, it. is said, of restoring to power the old Junta of New York. Poledo Aquilera has taken charge of the Presidency.... Colonel Frederick Dent, the father of Mrs. President Grant, died at Washington on the night of the 15th, aged eighty-eight years.... The new Constitution for the State of Pennsylvania has Men adopted by a large majority. Out of a total vote of 82,692, Philadelphia gives 26,864 majority in favor of the Constitution... .The second annual meeting of the Illinois Fanners’ State Association was opened in Decatur on- the 16th. The following inscriptions were prominently displayed in parts of the hall: “ Boston tea party, December 16, 1774;” “All wealth comes from the soil;” “Equal and exact justice to all men;” “Where combination is possible, competition is impossible;” “Put your votes where they will do the most good.” About four hundred delegates were in attendance. President Flagg delivered the. opening address. The Secretary states that reports from eighty-four counties show an aggregate of 820 Clubs, with a membership of 46,473, and 549 Granges who have reported their organization but not the membership.... A State Temperance Convention is to be held at Lincoln, Neb., January 17.... The Minnesota State Grange of the Patrons of Husbandry commenced the annual session at Faribault on the 16th. The Nebraska State Grange was in session at Lincoln. Thursday, December 18.—An order has been officially promulgated at Berlin that in future all Bishops, upon theirmstallation, shall swear to maintain the completed subordination to the State, and co-operation in the suppression of all disloyal intrigues.... The transfer of the Virginius occurred at Bahia Honda. Captain Whiting, of the United States steamer Worcester, received the vessel Announcement is made of the failure of two large dry goods jobbing houses of New York City—Aberhalzer & Keefer, and Edson, Bradley & Co., the former with liabilities of $500,000 and the latter of $450,000.... The Dayton Hotel, at Dayton, Nevada, has been destroyed by fire, and L. D. Gould, Thomas Younger, John Norton, 11. Nash and Mr. Clyster were burned to death.. ..A second party of disgusted Mormon converts have left Salt Lake to return to the old country. They declare that they were greatly deceived by the Mormon missionaries In the Illinois Farmers’ Association on the 17th, resolutions were‘ adopted, demanding that Congress grant no more of our lands-to railways or any other corporations without first obtaining permission by a popular vote of three-quarters of all the States in the Union; that there shall be no buik ing of thc Texas Pacific, or the Atlantic & Pacific, ortheissuing of Government bonds to them until the farmers of' the West, the planters of the south, and the laboring men, manufacturers, merchants and consumers of the« East have transportation facilities in the interest of the productive consumers of those sections. President Flagg delivered an address on State Railway Legislation... .A Kansas City (Mo.) telegram says it is reported there that the Benders have been tracked to Northern Mexico. In consequence of there being no extradition treaty between the United States and Mexico, they cannot be brought back except by kidnapping, and the present reward offered is not sufficient to warrant the undertaking. An effort, it is said, will be made to capture them this winter, if the reward is made sufficient to justify an attempt to kidnap them... .The Alabama State Senate has unseated a member of that body because while postmaster he charged one of his clerks with abstracting money from the mails and had him imprisoned, but subsequently, when pressed closely by investigation, confessed that he himself was the guilty party.
