THE OLD WORLD. Tlic German Admiralty have announced tiiat henceforward all ship-building for the German Navy must be done iu their own country. On the 18th the Pope was reported better, hut still confined to his bed. Baron Justus Liebig, the eminent chemist, died at Munich on the 18th, aged 70 years. Prince Albert, nephew of the Emperor, was married to Princess Mary, of Saxe Aitenburg, at Vienna, on the 19th. The ceremonies were of a grand character,. A telegram from Madrid, 'l9th, states that the volunteers In Malaga mutinied the day before, refusing to obey tilth officers. The leaders were finally arrested and imprisoned, when order was restored. The Carlists in the northern provinces continued to stop railway trains and rob passengers. France has given permission for transportation across French territory of rifles and ammunition for Puigcerda. Official advices from London indicate that the amount due the United States under the Genfcva award; some $15;500,000, will not rcacli Washington before August next. Six: thousand square feet more of space have been yielded American exhibitors at Vienna, and their articles will be received until June 10. The Czarowitz of Russia and wife will visit London in May. The celebrated Tichbomc case is again up for trial, in London, the contest being for the estate of Roger Tichbomc. Recent intelligence from Africa contradicts the report concerning the death of Sir Samuel Baker. He and his party were at Falookra and all well.

Washbumc, United States Minister at Paris, lias recently presented to Baron Dc Itajuba, Brazilian Ambassador, on behalf of the American Government; two eases of silver plate, in recognition of the ability and impartiality with which be discharged his duties as a member of the Geneva Tribunal of Arbitration. Baron De Itajuba, in reply to the remarks made by Mr. Washbumc, acknowledged gracefully the compliment bestowed upon him by the United States GovefnihPtlt.

Gold closed in New York on the 23d at 117M@117KAn Omaha dispatch of tlie 17th says the recent great storm lasted for three days with unparalleled severity, its force being mostly confined to the limits of Pluih Cfcek on the west, and Columbus on the east. Persons did not dare to leave their houses during Monday, Tuesday and Wednesday. But one ease ot loss of human life had so far been reported, but it was probable that the loss of stock had been great. ‘ The remains of General Canby and Dr. Thomas reached Yreka on the 13th. They lay in stateall day on the 14th, and were visited by nearly the whole population. A ’New Orleans dispatch of the 17th states that United States troops had been sent to Grant Parish, and would be stationed along the river to prevent further trouble. Later accounts from the Modoc country state that after General Canby was shot he was stabbed in the neck by Captain Jack, and stripped of all his clothing. Commissioner Thomas was also found naked.
Captain Williams, of the lost steamer Atlantic, has been censured by the Halifax Investigating Commission. Were it not for his bravery after '.the- ship struck, the certificate under which he is allowed to sail would be canceled altogether; as it is, it is revoked for two years. The company is likewise censured for starting the steamer with an insufficient supply of coal for the voyage, 1 A new swindling dodge has been brought to light in Washington. A man styling himself “ Rev. J. Hall Barney,” with a confederate named Sutton, baa been-sending circular* to Government employes, purporting to come from the White Hquse, and bearing the name of General Babcock, soliciting “contributions for suppressing election frauds, and to reimburse the Treasury for money lent for election ■purposes.” Barney has been arrested. Announcement was jpadc on the 17th that the various through lines between Chicago and New York had agreed upon a reduction of the freight tariff, as follows: First-class, $1; second-class, 90 cents; third-class, 75 cents; fourth-class, (50 cents; special class, 45 cents. This Is a reduction of 25 cents'on the firstclass, 20 cents on the second-class, 10 cents on the third-class, and 5 cents on each of the other classes. A further reduction was anticipated on the full opening of navigation.
A destructive fire has recently occurred at Chicajtcc/'Mnss., two large cotton mills and 6,000 bales of cotton being burned. Loss over $500,000. The court held, in effect, that the company assumed no responsibility for dispatches not insured or repeated. Attorney-General Williams, in Washington, received a dispatch on the 18th from J, K. Beckwith, United States Attorney at New Orleans, stating that Deputy Marshal De Klync had returned from Colfax. According to his statement, the details of the recent disturbances there are horrible. The whites of Grant Parish “attempted to oust the incumbent Parish officers by force, and failed,,the Sheriff protecting the officers with,a colored posse. Several days afterwards, recruits from Other parishes, to the number of 300, came to the assistance of the assailants, when they demanded the surrender of the colored people. This was refused.
