General News Summary.

THE OLD WORLD. A dispatch from Frankfort-on the Main, Germany, on the 3d, states that a recent sale of $9,000,000 of bonds of the Rockford & St. Louis Railroad, to capitalists in that city, has been discovered to be a swindle. Marshal MacMahon reports the total casualties to the Versailles forces during the second siege of Paris to have been 7i,142. The moderate Republicans of the French National Assembly, who are largely in the majoritj, have voted to make M. Thiers President of the Republic for three years, and also to appoint a Vice-President, and against interference with the Pope’s affairs in Romo. The official journal of the 4th promulgated a law which recently passed the Spanish Cortes, authorizing the Government to grant general amnesty for political ofienses. Notwithstanding the fact that the authorities of Dublin forbade the holding in that city of a public meeting, called for the purpose of demanding the release of Irish political offenders, a large crowd assem bled in one of the city parks (Phoenix) on i,he evening of the 6th, at the head of which were Mr Smyth, Member of Parliament; Mr. Sullivan, editor of the Nation, and Mr. John Sullivan Byrne, of the Irishman. Superintendent Haw, standing on the Wellington Monument, ordered Smyth and his followers to desist, when ho was hurled to the bottom of the monument, and barbarously maltreated. A fearful riot ensued. The police charged upon the mob and beat - and—kicked men, women and children indiscriminately. The fight lasted half an hour, when the police, having been reinforced, succeeded in dispersing the rioters. Smyth, Sullivan, and a man named Nolan were badly wounded. Over a hundred injured persons were taken to the hospital. The following is the official count of the electoral votes for President in Mexico .- Diaz, 1,982; Juarez, 1,963; Lerdo, 1,366. There being no choice, according to the Constitution the election goes to Congress, where, if the coalition of the opponents of Juarez is effected, a majority will be against him. The first court-martial for the trial of Communists opened at Versailles on the 7th. The French Assembly, on the Bth, passed an indemnification bill. It compensates the inhabitants iu tho departments for loss and damage suff red during the war, either from the enemy or French troops, after due investigation of the claim and settlement of the amount. It also authorizes the Minister of Finance to distribute immediately the sum of 100,000,000 francs among the most needy. A letter has been received at the Post Office Department in Washington from Dr. MacDonald at Berlin, stating that he has negotiated a convention with the Government of Germany for the interchange of postal money orders between that empire and the United States. The treaty will not take effect until October 1,1872, owing to the fact that the German authorities are required to give one year’s notice to the North German Lloyds’ Steamship Company. Foot and mouth disease has broken out among the cattle in County Meath, Ireland; and is of an extremely violent type. * A London dispatch of the 9th says; “Assistant Secretary of the Treasury Richardson has completed the negotiation of the balance of the new American per cent, bonds, with the house of Jay Cooke, McCulloch A Co. A Berlin dispatch of th& 9th says the Committee of the Berlin Exchange had Refused to allow the quotations of the New York City lo in in the official stock list. Intelligence from Liberia states that the Presidential election on May 2, appar ently resulted in tho election of Roberts, President, and Gardner Vice-President President ILrye, however, maintains that he was clected for-four years, aud that his term has not expired. A London telegram of the 10th says Russia is arming extensively, and has formed an alliance with France against Germany nnd Austria. Sir Rouudell Palmer has been appointed counsel, and Earl Russel, arbitrator, on the part of England,-in the case of the Alabama claims. The Russian Registrar General, in a recent weekly report, says that the Asiatic cholera, as it was a painful duty to announce early last June, Is entering Western Europe through Russia, where Dr. Zeutzer says it is fast advancing on the German frontiers. Tho Scott centenary was celebrated at Edinburg on the 9lh, Instead of the 15th, as at other places of the Kingdom. The affair was an t minent success. Tho Secretary or the Treasury has announced, in the case of the exaction of the tonnage tax on canal boats, that if aald tax

did not fall due until after July 14,1870* the Collector must tranamlt-with his rc port a certified statement, with a view to refunding the money so collected. Tho Democratic State Central Committee of Minnesota has called the State Democratic Convention to meet at St. Paul, September 13. After a long discussion iu the Cincinnati Board of Oouncilmen, on tho 4th, a vote was reached on the repeal of the Sunday ordinance, resulting, 26 votes in favor of repeal to 16 against. A record of steamboat boiler explosions, kept in the office of the Supervising Inspectors in the Treasury Department, show that there were more lives lost by the Westfield disaster than by all the steamboat explosions that have occurred in either of the two past years. In 1869 there were 57 lives lost by explosion on steamers of all characters, including river, lake and ocean crafts, and id 1870 the number was but 54, of which 33 were passengers and 21 crew. President Grant has appointed Matthew McDougal United States Consul at Dundee, Scotland; John G. Stevens and Orestes Cleveland, of New Jersey, and Thomas H Caldwell, of Tennessee, Commissioners of those States to the Centennial National Anniversary at Philadelphia. A Washington dispatch of the 6th says Chief Justipe Chase had written to a friend there thafcne~&As rapidly improving, and expected to take his seat on the bench at the approaching term of the Supreme Court. Friends of Clement L. Vallandigham held a meeting at Dayton on the sth, and appointed a committee to report a plan for erecting a suitable monument to his mnmr.fy7... ~ The returns from the North Carolina election received on the 6th indicate a Republican success in the State and the defeat of the proposed convention. The Massachusetts Democratic State Convention is to be held at Springfield on the 4th of September. The celebrated trotting mare Purity, while exercising, a few mornings ago, on the driving park at Buffalo, dropped dead from heart disease. At the time of the accident she had trotted over the track in 2:25, and was on the second round on a 2:20 gait.

A New York dispatch of the 7th says: “ Seven, vessels arrived at the lower quarantine, within the past few days, with cases of yellow fever on board. The threatened approach of cholera is being met by every precautionary measure on the part of the health authorities in the city and at quarantine.” The President, accompanied by General Porter, returned to Washington on The evening of the 7th. A Washington dispatch of the 7th says: “ The subscriptions to the new loan today were #22,650. The amount of subscriptions during the past week show a considerable increase over that of any other week for nearly two months previous.” According to the figures of the publisher of the Chicago City Directory, who has recently completed a thorough canvass of the’city, the population of Chicago is 334,270; the United States census gave 299,933. There are 97,278 families in the city, of which 28,870 are, Germans, 28*839 native Americans, and 19,145 Irish. The fltate election in Kentucky occurred on the 7th. A Louisville dispatch on the morning of the Bth says : The Democratic majority in the State is variously estimated here at from 20,000 to 80,000. Disturbances are reported from various parts of the State. At Frankfort, after the polls closed, a riot occurred, in which one hundred shots were fired. W. D. Gilmore, a clerk in the Auditor’s office, and Silas Bishop, both whites were killed and several whites and four or five colored wounded, though not seriously. Hon. George 11. Pendleton arrived in New York city, from Europe, on the Bth. James Crutchel, an English resident of the District of Columbia, has filed the first claim against the United States under the Treaty of Washington. Our Government seized his Mount Vernon cane factory at the commencement of the war, for military purposes, aud damaged the machinery. A Washington dispatch of the £th says : “The report recently circulated that Charles Francis Adams has declined the appointment of arbitrator.under the Treaty of Washington is incorrect. The President to-day received a telegram from that gentleman informing him of iis acceptance.” President Grant, on the Bth, sent a com munication to General Pleasanton, formally suspending the latter from tho office of Commissioner of Internal Revenue. On receiving the notification, Pleasanton vaca edthe office, and Deputy Commissioner Douglass immediately entered upon the duties of the position. The third trial of George Yapderpool for the murder, at Manistee, of Herbert Field, was begun at Hastings, Mich., on the Bth. Gmoral Allen Rutherford, recently returned to Washington from North Carolina, estimates the Republican majority in that State at from ten to twelve thousand. On the morning of the Bth a body of armed men, about 250 in number, went to the Frankfort, Ky., jail, demanded the key from the jailor, and opened the jail door, taking out a negro that had committed an outrage upon the person of Mrs. Pfeiffer a few days before, also a negro" by the name of Washington, who, it is said, was the. first man that fired a pistol in* the riot of the 4th, and huDg them both about a halt a mile from tho jail. New Hampshire, died at Concord on the 9th, of chronic dyspepsia. Another victim of the Westfield explosion died In New York city on the 9th, making the total number of deaths 100. Railroad, connecting New York direct with Vineland and South Jersey, opened on the 9th, with the first passenger train to New York. The New York State Republican Convention is called to meet on the 20th of September. The Pennsylvania State Temperance Convention, which met at Harrisburg on the 9th, nominated Barr Spangler, of Lancaster, for Auditor General, and Hon. E A. Wheeler, of Mercer County, for Sur-veyor-General. The New York Tribune of the 9th has a dispatch from the United States Marshal at Helena, Montana, announcing the election of Clagget, Republican, as Delegate to Congress, by 1,000 majority. By direction of the President, the District Land Office now located at Humboldt, Kansas, will, on and After September 20, next, ba located at Independence, Mont-' gomery County, Kansas. At Salt Lahe, on the 9th, in the Third District Court, a Mormon polygamist was held to bail in the sum of ss,ooi> charged by his first wife with adultery. The first bale of cotton raised in Georgia this year was received at Savannah off the 9th. It was grown in Decatur County, and was sold at auction for 32J£ cents per pound. It classed as strict middling. Captain Hall’s Arctic-expedition has been heard from at Port Disco, Greenland. All were well, and officers and crew in fine spirits. Captain W. F. Roberts and Henry Storms, both scalded at the explosion of the Westfield, died in New York on the 10th. As the Maine Central Railway train was entering Baugor on the night of the 9th, a bridge across the Hampden road gave way, causing a general smash up, killing one person outright, and injuring fifty others more or less severely. Jacob Eisenhardt, a German butcher of New York city, recently attempted to punish his little son for a trifling misdemeanor, and injured him so severely that he died in a few hours. Official statistics just completed show that for the fiscal year ending June 30, 1870, the value of wheat and wheat flour exported from the United States was $57,429,890, of which $9,998,922 was from the Pacific coast. The Acting Superintendent of the Census is preparing a table of the number of male citizens in each State above the age of 21 entitled to vote. The following are the Western States, so far as compiled .- Ohio, 693.950; Illinois, 542,833; Indiana, 377,988; lowa, 255,471; Michigan, 274,459; Minnesota, 75,274; Wisconsin, 204,177; Nebraska, 35,092. The Commissioner of Patents has decided that no party is entitled, as of right, to cover in a single patent more than one article of manufacture, unless the several improvements presented aro necessarily connected with each other. At the recent election in the city and county of St. Louis, Charles Speck, Democrat, was elected Presiding Judge &f the County Court; W. H. Heath, Republican, Auditor. District Judges—Republicans— J. H. Fisse, Philip Stremmel, R. C. Allen; Democrats—J. D. Finney, John Bushy, J. L. Ilyatt. The National Labor Congress was recently in season in St. Louis, and adjourned to meet at Nashville. Tenn., on the second Tuesday in September. The investigation ol the coroner in the Buffenbarger poisoning case closed at Columbus, 0., ontheloth,the jury returninga verdict that arsenic was administered to the deceased, Peter Buffenbarger, by some person or persons unknown. Two Republican conventions were in session at New Orleans on the 9th—one designated a 3 the Warmoth wing, and the other the Cus’om House Convention, the latter being held in the Custom House building, where the meeting was originally called. A special-dispatch to the Louisville Courier Journal of the 11th from W. U. Samuels, Assistant Secretary of State, Frankfort, says the Republicans will have about 20 members iu the lower house of the Kentucky Legislature, and that Leslie’s majority will reach 40,600. The up-train on the Houston and Great Northern Railroad, while pushing two flats containing officers of the Company, was recently thrown off the track by obstructions placed by malicious persons, fifteen miles above Houston, Texas. Dr, C. G. Young, President, and Wm. M. Young, Assistant Civil Engineer, were killed; Turner, brakesman, probably fatally, and C. E. Noble, Chief Engineer, Superintendent North, and several othere slightly hurt. —To Destroy Ants.—ln the Revue Uorticole for Se))t« mber, 1870, the following method for destroying or banishing ants is described as having proved quite successful: Take two ounces of soft soap, one pound of potash, and about two and a half pints of water. Boil the whole together for some time, stirring the ingredl cuts occasionally. The liquor may then he allowed to cool. With a pointed stick or dibble make holes here and there in the soil infested by the ants, at a safe distance from any plants which may be growing there, to avoid any dhance of their roots being injured by the mixture (although this Is doubtful, atad fill the holes once or twice with the preparation.
