There are two thcoriea upon which the advocates ot internal improvement re«U One is that they be carried on by the general government, states and counties, and that the people be taxed fi»r the construction and maintenance of the some; the other to, that all such thorough ftuw as canals, railroads, etc., be toft to private lions, companies and those who are already iuteredted and benefltted by their ooiudJrttcCion. The latter of there 1 think to the true policy. I will here state one objection to the Mist theory, as it to the one mostly involved in tlie investigation of this uuestlon —that of imposing a tex equally upon all—it to this: a great portion of the tax-payem are very remotely, If any, bentoitted by the donation, while the property of there along the line or tai tlie vicinity of these works to very much enhanced in value, and Uiefr facilities for transacting bustnem are greatly increased. Now if the proposed railroad to likely to be a paying one (and I think it will be) there are plenty of capitalists on the sharp lookout for all such Investments, besides, a considerable portion of it can be retoed lu Jasper county with a ptoapeefi of a reasonable per cent, in return, also, liberal donations should and wUI be made by those directly benotltted, and the rood can be boMt without Imposing a tax on those who have precured the advantages of railrumta for themaelveo, and on thoeo not able to make gifts. Place the rood on Ma true merits of being selfsustainliig, and the work will bo ‘prosecuted with greater vigor and economy than if bolstered up by the public crib. I hope to hear from the tax-payera, pro him! con. Justice. Our correspondent makes several errors in his argument against a county appropriation to aid in the construction of the Indianapolis, Delphi and Chicago Railroad. The first one is that “a great portion of the tax-payers are remotely, if any, twnefilted by the donation " Now it is very evident that forty-two thousand dollars is considerable of an uid in the construction of thirty-three miles of road costing us three Uh>«sand dollars a mile. That this road will benefit all who own property in the immediate vicinity of its route is admitted. That it benefits those at remote distances is proven by these facta! 7“ 7 Ist. Their property will not be valued higher for taxation than it is now. 2d. The value of the property in proximity to the route will be increased twenty-five, fifty, and even one hundred per cent. 3d. Tlie road itself will bring into the county hundreds of thousands of dollars taxable properly that would otherwise never come here. Consequently those living at remote distances will have less taxes to pay with the road than without it. To illustrate. The taxable value of tlie property of a man living in Gillam or Carpenter townships is $2,000, and that of another man in Rensselaer is $2,000. For county purjioses these men are now taxed $lO each. Build the railroad and the Gillam or Carpenter man pays less taxes because tlie expense of county government has not materially increased, while the taxable* have. Now the Rensselaer property is valued at $4,000, while the Gillam os Carpenter property is stdl valued at $2,000. Wilbout the road there was $4,000 worth of property upon which to raise S2O taxes; with the load we have SO,OOO upon which to raise the S2O. And while the Rensselaer man now pays $13.33|, the Gillam or Carpenter man only has $6.66* to pay. Tlie second error made by “Justicx” that we will notice is that an appropriation would work a hardship to the poor man with a large family, , struggling to the utmost tension to procure a home. Instead of increasing Ids burthens, they would be lightened. Because, if be lives at a remote distance, bis taxes wonk! be lessened, as shown above—if living dose to tbe road, because he would get better prices for his produce and would pay less for his groceries and clothing. The Murder of Colonel Crane.
The Cincinnati Commercial of the 16th, rive* the particulars of the murder or Colonel Joocpli G. Crane, in a column and a half article copied from the Jackson. Misaiatilppl, papers of the 10th instant. The circumstances are aliout as follows: Colonel Crane was Chief (Jommissary of Subsistence of the Fourth Military District, but had berii detailed as Mayor of the city of Jackson, by hto commanding officer. Under Crane's orders, tlie* city Marshal attached the piano of E. M. Verger, for tbe non-payment of taxes, and adverUsed the property for sale. This was done while Verger was absent. When Yerger came home he sent several messages to Crane challenging him to appear on the street and fight, to which tlie Colonel paid no attention. Crane’s friends in tlie incsn time warned him that Yerger was a desperate man and advised him to arm himself, but tlie advice was unheeded. On the morning of the Bth, CoL Crane went out to oversee some repaint that were being made on one of the streets when Yerger accosted him with the most profane anti oL>seene epithets, accusing him of taking advantage of his absence to take his. property. Crane replied that he had not taken advantage of him, but liad waited a reasonable time. Yerger continued his insultlug obscenity, and Crane told him be was drunk and had I sitter go home. Yerger replied he was not drunk and denumdedpersonal satisfaction. Crane said “f do not want anything to do with you, Colonel Yerger, except officially,” and turned to walk uway.«— Yerger caught hitn by the arm and pushed him, when the Colonel turned and struck his assailant with a sytall rattan lie was carrying. They then grappled and Yerger stabbed Inin two or three times with n double-edged “thug” or Bowie knife, nearly severing his heart and causing instant death. The city Board of Aldermen met and past '‘resolutions of condemnation, condelenee and sympathy,” in which they class the assault as ‘‘wanton and unprovoked.”
