<lwernor Baker has issued his preoqpt for a special election to be theld on the 23d instant, in the severalTfistriets whose Senators and Representatives so hastily ran from the Capital last Thursday, i Although it may be ble to effect certain legislation, and that dir era appropriation* be made for specific purposes, the situation is not so critical at this tune as to -make » special election necessary, more especially as the regular April election is so close at hand, when the special election might be included with but little additional expense.
