City Council Matters. Monday night was regular semimonthly council meeting. The property owners on block 17, in which are the residences of J. W. Douthit, Bruce White and W, R. Nowels, want a north and south alloy. Referred to Street Committee. J. C. Carmichael and others want to reduce the width of Vine Street, between blocks 28 and 29, by 10 feet. Referred, same committee. Street Com. ordered to make cement Crossing, from Forsythe’s corner to Ellis <fc Murray’s. The question of making Makemself ditch into a covered sewer was discussed. It is something that will soon have to be done. In the matter of a proposed channel in the middle of the river, to carry off sewage better, the city engineer reported that a channel 3 ft. wide at top, two at bottom, and 2 deep, would cost about $350 or S4OO. In the matter of a continuous cement walk from Makeever House to Depot, a resolution was passed that whenever any walk along the proposed route was condemned it should be replaced with a five foot cement walk. The street Com. was directed to continue wing wall at south-west approach to Washington St. bridge 25 feet, and then to fill in the approach under the side walk. The sewer on Cullen and Forest Streets, asked for by C. W. Coen and others was ordered constructed and bids advertised for. An ordinance was passed forbidding traction or portable engines to traverse Washington street, between Division and Front; and Cullen and Van Rensselaer between Angelica and Harrison. This is to keep them off the cement crossings. Fine $1 to $25,
The Wallace Circus In Town.
From Quebec, Canada, Daily. Telegraph, Aug. 3, 1896. \ ' Wallace’s big shows arrived here yesterday morning and within a very short time the smaller canvasses were spread and the cages and other property were placed in good order around the grounds for use to-day. The wagons were unloaded and the work of putting up the tents proceeded with the regularity es clockwork, no undue noise and absolutely no profanity being indulged in. The parade here this morning fully justified all previous expectations, which is saying a great deal, as the arnval of the circus had been looked forward to for some time, and the interest shown in it was evinced by the number of people from the country districts who came in at an early hour this morning It is not often that circus promises are so thoroughly carried out in every particular. The Wallace shows have always been noted for the excellence of their horses. It has at present 300, including the finest and best breeds in the country, from the roly-poly'Shet-lands to the pink-nosed Arabian racer and heavy Norman and Percheron draft animals. Three tons of hay, one hundred bushels of oats and two tons of straw are consumed daily by them. A blacksmith shop, a carpenter’s bench and a harness mending booth adjoin the stables. To transport the shows in their entirety, a train of forty-three specially constructed cars are required. The iffenagerie too is especially large and fine, and bore witness to the care and expense bestowed on it in the magnificent condition of the animals. It included amongst other beasts four large lions, three’bf which were raised in captivity, monstrous elephants, sleek camels, and ostriches ugly enough to vindicate the claim to be one of the ugliest birds in existence, and with a plumage that set all the ladies who saw them breaking the tenth commandment into little bits on the spot. The first performance commenced this afternoon at 2 o’clock before a Very large audience. Some of the best features of the performance are a triple bar act by the famous Petets, the bounding wire work of Mr. Frank Apple, the juggling of the Japanese, the horseback riding of two' dogs and two bears, and the bicycle feats of the Martel Is.
Affairs of The Prison North.
Charley Harley, warden of the Indiana prison north, has turned over $25,000 to the auditor of state for the quarter of the year. At this rate the SIOO,OOO appropriated by the legislature will have been covered into the stat^ treasury by the net earnings of the prison, and it will have proved itself self-sustaining. Mr. Harley says that the prison is over crowded, having over 900 prisoners and only 720 cells. This necessitates placing two prisoners in one ceil in many
cases, a practice generally condemned in prison methods. Mr. Harley will ask the legislature to give the prison a larger appropriation for repairs and extension**. He wants authority to institute three classes, so that the indiviuai, by good conduct, may earn a parole, sis of the first class, or be degraded to the third class,, with coarser food served in the cells. All prisoners under his system would be assigned to the second grade on entrance tc the prison.

The Commercial Travelei Mr. S. M. Watts, a commercial traveler at home in Brandywine, Va., explains how easily we may mistake nerve exhaustion for kidney and other 1 ’ organic troubles. Hewrites: “About two months ago I came home suffering from _ sleeplessness and a dull pain in my kidneys. I was advised to use Dr. Wheeler’s Nerve Vitalizer, which I did. Less than two bottles completely cured me of what I thought was kidney trouble. I consider it a valuable medicine. The nerves are the support and maintenance of the entire human structure and should be treated, instead of the organs manifesting the symptoms. Dr. Wheeler’s Nerve Vitalizer is the only reliable and safe treatment to use to build up and supply the important nerve tissues of the human system, so that they may strengthen the vital organs.
