LUMBER FIRM FAILS.

STRANGE COLLAPSE OF A MINNESOTA FIRM. The Japanese Will Accede to Russia’s Request—Gov. Clarke & Co., of St. Cloud and Minneapolis, caused much surprise, but if is claimed the depositors will lose nothing, as, contemplating an assignment, the management has for some time been engaged iii executing deeds and mortgages to secure depositors and private creditors to th£ extent of about $175,000. The Minneapolis liabilities will not exceed $500,000 and the assets are variously estimated as high as $1,500,000, but owing to recent transfers $1,000,000 is probably nearer the correct figure. A rumor that the failure was due to “flyers'’ in wheat and corn was denied emphatically by Mr. Clarke. Russia’s protest Heeded. The Japanese’Government has informed the Government of Germany that in accordance with the advice of the powers Japan has relinquished her claim to the Liao Tung peninsula under the treaty of ’ Shimonoseki. In Paris the Japanese minister has informed the-minister.oXfffit eign affairs, M. Ilanotanx. that, deferring to the friendly advice of France, Russia and Germany, - Japan has renounced its claim to the permanent possession of the Laio Tung peninsula, including Port Arthur. The Journal de St. Petersburg says that Japan, in conformity with the advice of Russia, France aaid Germany, renounces her claims to the possession of •-Feng-Tien. An official cable received in Washington gives decisive information that the Emperor of China has ratified the treaty. The information is so positive as to be beyond question, it clears up many contradictory statements from unofficial sources as to whether the emperor had or had not ratified. A press dispatch from Yokohama says that China’s ratification is still in doubt. All this doubt is put at rest, however, by the, -authoritative information reaching Washington. The ratification of the Chinese emperor brings China and Japan to a final accord, so that it remains only for Japan to settle with Russia and other protesting powers.
