Their credentials, therefore, were no better than so much waste paper, for Japan refuses tu-troit with any emissaries not authorized to dcbrmlne issues on the spot and empowered to bind the Empire of China to faithfully carry out any terms agreed upon. China’s Ambassadors with their Imposing retinues start today on their return home, having accomplished nothing, not even having been officially recognized as nsguiarly commissioned agents of the government they claim to represent.
