That Three Per Cent Lean.

The payments of interest dae on the national debt have been increased during the eighteen months of the present democratic administration by $2,000,000 through the placing of a 5 per cent loan last winter. This loan, it will be remembered, was for $50,000,000, but the premiums paid thereon brought the total amount received by the government up to about $58,000,000, which reduced the bonds to a 8 per cent basis This extra premium amount was promptly spent by the democratic administration as a part of the proceeds of the loan, so that, as a consequence, the full charge of 5 per cent upon the loan must hereafter be madß erery year until the bonds are redeemed.
