When Beggars Mung.

During the reign of Henry VIII, 71,400 persons were legally executed in England, the larger portion of whom were guilty of no offense worse than misdemeanor. In one year three hundred starving beggars were hung for asking alms. Ours seems to be about the only nation of any consequence whose standing doesn’t depend upon the maintenance of a war footing.
