Hon. W. D. Owen’s Letter.
Some three or four weeks ago the Logansport Post, G. A. R, prepared a petition drging the passage of the Service Pension bill. Copies of this petition were sent to all the Grand Army posts in this district, and the petition signed by more than three hundred ex-soldiers of Logansport, sent to Hon. W. D. Owen, at Washington. Following is the reply to the same. House of Representatives, U. S., I i Washington, March Ist, 1880. j J. E. Parker, Post Adjutant Post M, G. A. R. Sir—Your petition calling for the passage of the Service Pension bill, known as the Hovey bill, is this day received. I can only reiterate what has been written by me so many times before, that, I introduced a service pension bil lin the 49th Congress, and still believe that justice demands the passage of a service bill. I recently filed petitions containing over 10,000 names on one day —given me for that purpose by Governor Hovey. I believe justice to the soldier comes before reduction of the tariff, and the strongest expression one can give is to obey that statement. There is much division of sen timent on the various bills, arrears, dependent, per diem, service, but I believe the strongest sentiment is for the service proposition. Yours truly, —— W. D. Owen.
