BRAZIL IS RECOGNIZED.
The President Receives the New Minister and Makes a Speech. The formal recognition of the United States of Brazil by this government was completed Wednesday, when the President received the credentials of Senor J. G. De Amarel Valente, the new minister, accredited by the provisional government, and also the credentials of Senor Salvador Mendonca, as envoy extraordinary and minister plenipotentiary on a special mission to the United States. The ceremonies were marked by great cordiality. The two ministers, with the joint suite of four secretaries, made a fine appearanoe in their rich and brilliant uniforms. Secretary Blaine presented the two ministers and they in turn presented their secretaries. The ceremonies were in the blue room. The President, in receiving Mr. Valente, said:
Mr. Minister, I receive, you as the representative of a new republic—always a grateful duty to the government of the United States. The peaceful course of events that has transformed the empire of Brazil into the United States of Brazil has been observed with deep interest by the government and people of this country. It is a source of profound satisfaction to the American people that the provisional governmentof the Brazilian republic came into power without bloodshed and without violence. I trust this circumstance may prove a happy augury of peace, progress and prosperity in the oareer which now opens to the United States of Brazil. Speaking of the people of this oouutry, it will be my constant aim to cultivate the most friendly relations with your government, to increase the personal intercourse and to enlarge the commercial exchanges between the two Republics. I trust, Mr. Minister, that you will find in this capital a pleasant residence, as I am sure you will receive a warm welcome.
