Absolutely Without Food.
A special from Spring Valley, 111., save: The coal miners here have been locked opt because they would not agree to a reduction in wages. The town has decreased in population from 5,000 to 300 in consequence. Most of those who gone away are men leaving large families unprovided for. Outside relief, so far as accounted for, has amoufated to about 85 cents per family in the aggregate. There is great destitution and distress, and many families are absolutely without food.
